0012357899 Production Wells No Violations This well was issued a compliance notice for well shall be plugged and failure to legibly identify well by Inspector Cynthia Van Dyke on 11/14/07. The inspection this day revealed that this well is equipped with a 4 1/2 inch diameter production casing. There is 1 1/2 inch diameter tubing on a tubing rack next to the well and no lines are attached to the wellhead. The tank battery is equipped with a 100 barrel steel tank. RBDMS production records show Logan Gas has reported zero (0) production since 2011. I spoke with Jim Killbarger owner of Logan Gas at 10:14 AM about the issues on this well. Jim told me he is going through a divorce with his wife and the court will not let him spend money to fix the wells and put them back into production until the case is settled. Jim informed me that he plans to produce this well once the case is settled and he can work on the well.
0049494300 2009-03-23 Production Wells No Violations Inspection this day found well sitting idle, tubing laying beside well. Roads into well are terrible, deep ruts, high piles of dirt. Talked to Jim Kilbarger, owner and he says not done with this well but had planned on bringing dozer back soon to fix roads. He is working on getting gas contract and that has been slow. Tank needs new IDs.
0131653812 2004-02-09 Production Wells Violations Noted On routine TAAD inspection found oily mess, 100 bbl. Tank has holes rusted half-way up it but company still using it, oil and water running out of holes into pit area. Half the pit area covered with skim of oil atop frozen ice. Gas can be heard leaking near meter, no IDs at tank. Has small plastic water tank but it is full?, so decided to keep pumping anyway? Found at end of day so did not get back to well (actually 4 back in trail). Trying to contact operator, neighboring landowner thought Killbarger operating it - were on lease in early Fall to repair a line leak. Current chart in meter. Operator called to say he had contacted Killbarger to get cleaned up - said tank had been bad and using it but not filling to holes - keeping it below holes, but would now replace tank, said makes hardly any fluid. Will monitor for a week before writing up. Also told to get IDs up, and turn production in to Columbus, guys name was Dan Stohs, manages it for Cardinal O & G out of GA.

0469682269 2004-02-09 Production Wells No Violations Inspection this day found oily mess at tanks. This was TAAD inspection but did not get back to wells (4 down trail), as end of day. 100-bbl tank has holes rusted half-way up it - still putting fluids in it and oil/saltwater running out sides of tank. Looks like this has been happening for some time. No IDs, is small plastic tank but it is full?. Talked with neighboring landowner and he thinks Killbarger owns it - is current chart in meter, saying Cardinal O & G, but contacted Cardinal and they have not owned it for some time. Computer shows no changes, no production since 1999. Cardinal was going to do more checking to see why still in their name, I have call in to pumper? To get cleaned up. Needs cleaned up this week. NOV pending, when find out who owns it.

1164957223 2019-04-10 Production Wells No Violations I was back on location today to do a follow-up inspection on this well for being idle and incapable of production. The well at this time is still not in production or capable of production. I made a phone call to the company and spoke with the secretary. She let me know that these wells are not in production but said she did not know what the plan on them was so she gave me Jim Kilbargers phone number. I made a phone call to Jim but I did not reach him. I left a message for him to call me back.

1335642720 2014-09-30 Production Wells No Violations Upon inspection, it was observed that this well is shut in and is idle. No annular disposal connection is present and/or in use at the well. RBDMS records indicate that this well has not produced oil or gas since 2010. No attempt has been made to bring the well into compliance since the last inspection earlier this year. I called Logan Gas Inc. and left a message with their secretary to have Jim Kilbarger call me about plans to either produce or plug this well.

Requesting bond forfeiture. 11/4 - Talked to Logan Resources, they are buying wells and should have going soon.
1788393497 2014-02-27 Annular Disposal No Violations Request came from Columbus to check this well for annular disposal. There are no annular connections. This inspection is also a compliance notice follow-up. There are no production lines connected to well. It is equipped with a frac valve, a swage and a two in. valve. There is no identification on the well or tank battery. The tank battery consists of 1 100 barrel tank, a separator and a meter. There is also a string of 1.5 in. tubing on racks on site. Well is still idle. New pictures were taken.
