0233708461 2004-03-02 Orphan No Violations Inspection this day found well that has not been produced in 20+ years. Casing with rods sticking up above ground, with valves at ends. When talked to landowner, she was very rude - said the well was fine, not bothering anybody, had hole rusted in pipe. I asked if she was not concerned that ground water might be contaminated from improperly plugged ( This was before I examined it - she said it was plugged but it isnt) or leaking formations as this well on upper edge of orchard and between storage bldg and orchard and she was not concerned. I see potential for problems in the future but did not find anything hazardous about it at this time. She said it had never produced - and the Greenwoods were concerned that it was on their bond but they knew nothing about it and had never produced it. I would assume landowner uninterested in having it plugged but it should probably be considered an I/O well. JOE -
1109147327 2016-07-13 Production Wells No Violations During my inspection I was accompanied by the current landowner Tom Burch. Tom Burch purchased the land in 2010. Tom showed me the concrete slab mentioned in previous reports by ODNR Inspector Cynthia Van Dyke. Using a measuring tape I found that this concrete slab is 3 feet by 2 feet and is 45 feet from the building and 20 feet from the Apple orchard. Cynthia Van Dykes report on the oil and gas well from 2004 reflect a similar proximity to the building and Apple Orchard. In 2014 Cynthia describes the concrete slab at the same GPS coordinates as the well head that was once there in 2004. The production records located in RBDMS have coordinates that will also lead you to the concrete slab. This leaves me to believe that the well head was removed and the concrete slab is placed over the well to cover it up. I do not believe the well was properly plugged. I asked Tom Burch if he ever thought about removing the concrete slab to make certain that there is a well under the concrete. Tom does not want to risk the chance of the well causing pollution once it is uncovered. I also asked Tom if he would be willing to dig down beside the concrete to determine the depth of the concrete but he stated he would rather not risk the potential for pollution.
1394471420 2014-03-10 Production Wells No Violations My inspection this day to meet with landowner, Tom Burch about the orphan wells on this property. I find that this well is gone - in 2004 was a well with rods and tubing at this location but now all I find is a concrete slab with re-bar sticking out of it. New landowner bought property in 2010? And said there was never a well there. Ground does not appear to have been disturbed. I was concerned as the well is in the middle of the apple orchard and if not plugged correctly, may contaminate the ground water. Tom said he would ask the previous owner what happened to it and then decide what to do about it. Jim Greenwood never owned this well and it is a puzzle how well got on his bond. He is deceased but son is running the company - he didnt know where it was and has never seen it.
