A valve had broken off and caused oil to spill out into the dike and topping over the dike in two spots and contaminating the soil outside the dike with oil. While I inspect the cleanup I must note that snow has covered all the contaminated areas on well site. I uncovered the snow off an area that was contaminated and the soil still had some oil mixed in with absorbent which was spread down for getting remaining oil out. As I was finishing the inspection River Valley Energy LLC owner Lee Atha pulled in and we talked about the cleanup and how long it would take to resolve the violation for well operation causing pollution and contamination and he stated at least two more weeks to get the oil to release from soil and weather being a factor in the time also. |

Lee stated a valve on a tank located inside a dike had froze and broken. The broken valve allowed approximately 70 barrels of crude oil to be released inside the dike. Approximately 2 barrels of oil escaped the dike by following a path between the pipe used to empty the dike and the soil around the pipe. This oil ran downhill for approximately 45 feet. The soil was scraped up and placed on plastic. Below where the plastic is located a containment dike was dug and lined with plastic. Currently the oil is not moving due to low temperatures. As the temperatures rise the oil will flow and will be caught in the plastic lined containment pit. Well owner Lee Atha arrived at 01030 hours along with the landowner. Future clean-up was discussed. I informed Mr. Atha the clean-up of the oil would take several weeks to allow all the oil to be released from the soil inside the containment dike. |
