1551985391 2012-09-06 Preliminary Restoration No Violations I completed a production preliminary inspection. My inspection found the well was equipped with a pumping unit that was in a good condition. The tank battery contained one 210 barrel oil storage tank, one 50 barrel brine storage tank, a separator, and the proper identification posted. The production equipment had the proper spacing and a dike surrounded the entire tank battery. The lease road was in good condition. Inspection passed.
1655124813 2015-07-08 Production Wells No Violations I was on location for a status check. During my inspection, I found the well in production. The well is equipped with a pumpjack. The tank battery consists of a 100 barrel production tank, a 36 barrel brine tank and a mechanical separator. A dike surrounds the tank battery. An identification sign is properly posted. There is a 1 domestic gas line comes off of the 2 sales line at the separator. The lease road is in stable condition.
2068396742 2013-09-20 Production Wells No Violations I responded to a complaint by the landowner concerning a possible brine spill. My inspection found Vanguard performing maintenance on the well. The tubing and rods were removed from the well. At the end of the tubing was a small pit approximately 4 x 10. I noticed the pit was empty with chunks of paraffin on the bottom. The pit was not lined. Also, I noticed oil stained grass and soil under the tubing and rods. There was a small pool of oil under the service rig. The landowner claimed Vanguard pumped brine water from the pit onto his farm field. Russell Miller, field supervisor for Vanguard, stated they were pumped rain water from the pit. I performed two tests for chloride levels; one at a pool of water in a tire rut in the farm field and the other in the bottom of the pit using low level Quantabs. The water in the tire rut had a reading of 57 ppm and the water in the pit read 49 ppm. I performed two pH tests at the same locations; both readings came out to 6. A deputy sheriff for Trumbull County witnessed the Quantab and pH tests. I informed Russell to remove the paraffin and any impacted soil from the pit, then remove all of the oil stained grass and soil from under the tubing and rods. Also, I told him to clean up the small pool of oil and remove the soil from under the service truck. I will perform a follow up inspection.
