I advised him to call OEPA and report the spill. Approximately 10 bbl of crude oil escaped out of the top of one of the 140 bbl stock tanks because the tank was overfilled. The release was apparently initially contained within the dike. However the oil then leached through the dike at the point where the salesline had been cut through creating a permeability path. Once outside of the dike the oil flowed into the wetland area located directly north of the tank battery. The oil loss is a violation of 1509:9-1-07. First responders included OVE personnel and equipment, Kurt Kollar with OEPA-DERR and Dons Excavating with personnel and equipment. The first day response was directed toward containment and initial recovery. Tomorrows planned activity will add two vac-trucks to provide fresh water to flush and recover the spill. |

The well construction was comprised of 402 of 8.625 surface casing, 3736 of 4.5 production casing and 3502 of 1.5 tubing. The access road was graveled with a locked gate at Fulton Road. The well was operated as a plunger lift well. A review of the RBDMS data base indicated that the well was current in the reporting of the volumes of production of natural gas, oil and brine. The wellhead was surrounded with a wooden plank fence and the door was secured with a lock. There wasnt any leakage or contamination at the wellhead. The 8.625 X 4.5 annulus had access available to gauge the pressure. The tank battery was surrounded by a wooden plank fence, locked door and an earthen dike. The I.D. signage was in place and contained the proper information. The tank battery was comprised of two (2) 140 barrel stock tanks, one (1) 25 barrel poly brine tank, a 2408 horizontal separator and a Dominion / East Ohio Gas meter station. The load lines were plugged and locked. The tanks had pressure relief valves and hatches. The hatches were secured with wing nuts. The proper spacing between all the equipment was maintained. The tank battery was free from leaks and contamination.A dike drain was present but had a riser above the dike level. I did not identify any violations during this inspection. |
