0683581326 2016-12-05 UrbanProduction Wells No Violations I inspected the tank battery for the General Tire # 1 & # 2 for compliance with OAC 1501-9-9-05 ( E ) after the relocation of the tank battery due to road construction. The tank battery was utilized by the General Tire # 1 and General Tire # 2 ( 34-153-2-1565 ). The relocated tank battery consisted of two (2) 100 barrel tanks, two (2) 2408 horizontal separators, two (2) orifice gas meters and one (1) positive shut off drip tank.. No leaks or contamination were idenified during this inspection. The load lines were plugged and locked. The tank battery was surrounded with an earthen dike and an eight (8) foot chain link fence topped with three (3) strands of barbed wire. There were two (2) locked man doors incorporated into the fence. The tank battery was identified with signage that reflected the Urban requirements and had posted the required Danger : No Trespass, No Smoking signage on the tanks. The spacing requirements between the equipment and any non - participating Landowner was observed. The tanks were equipped with sealing inspection hatches ( fastened shut ), lightning arrestor, charcoal filter and pressure relief valves on the vents. The area of disturbance was graded, seeded and strawed with silt fencing installed toward the Little Cuyahoga River. The City of Akron placed screening landscaping around the tank battery. The contactor removed the gravel pad of the old tank battery and grade the area. This area of disturbance was not seeded due imminent road construction. I did not identify any violations during this inspection.
1449074044 2015-12-02 UrbanProduction Wells No Violations I inspected the General Tire # 1 well and tank battery on 12/2/2015. The well is operated as an electrified pumping well. The well head piping and fittings were configured as a pumping well head. The pump jack is surrounded by a locked fenced enclosure. Signage is in place, but list both wells information, which is confusing. I requested that this sign be replaced with one that lists the proper information for the # 1 well only. The tank battery consists of two (2) 100 barrel stock tanks, two (2) 2408 mechanical separators and a gas measurement station. The facility is surrounded by chain link fencing with three (3) strands of barbed wire atop. The gates were locked and secure. The equipment was free from leaks and contamination. The load lines, while plugged, did not have locks in place, the inspection hatches were not tightened down and there was two (2) inch black plastic piping laying outside the tank battery. I spoke with Mike Schrock ( well tender ) to have these deficiencies remedied. This tank battery will be relocated, due to development in the area. I told Mr. Schrock that the new tank battery would have to meet the current urban regulations regarding, fencing and signage. Mr. Schrock said All the deficiencies will be corrected with the new tank battery. No violations at this inspection were indentified.
