1290003048 2010-11-16 UrbanProduction Wells No Violations I met on site with Mr. Duncan and discussed the issues with the well he owns and operates at 2350 Cleveland Massillon Road in Bath. The issue with this well revolves around the owner classification. Mr. Duncan is registered as an exempt domestic owner. By definition, this ownership class must own the property where the well is located and use the gas for residential purposes. Mr. Duncan uses the natural gas for his house but in this case, he does not own the property where the well is located. His options are to 1) become insured and bonded as required of conventional oil and gas operators or 2) purchase the portion of the neighboring property where the well is located. Mr. Duncan indicated that he would do one or the other in order to keep the well.

The well inspection found no active leaks from either the well or the tank. There is minor old oil staining on the ground surface around both from over 50 years of operation.
