I received a phone call from the complainant stating that the poly tank on location has a crack in it and can possibly leak oil if the tank were to fail. The complainant has called the EPA hotline regarding the tank and she was directed to ODNR. The poly tank has an approximately 24 crack in the side and an oil spill is on the side of the tank and on the ground surrounding the tank. The grass near the tank is dead and a kill spot is present. Hall & Horning have gathering lines in the area. The lines run to the drip tank and poly tank. They attach to the drip tank and then move through a pressure regulator and a house gas meter. That line then flows to the wellhead where it is connected to the well with a T and a nipple from the casing. That gas runs through an additional pressure regulator and drip tank. The line runs to the house to the final drip tank where it was used by the residence. At this time all lines are dead and they use Dominion for gas. The point of regulatory authority will be determined if this is a lease/operator issue. Hall & Horning are currently a nonresponsive operator. |
