1352394228 2012-10-24 UrbanProduction Wells No Violations I inspected the Thouvenin Rodocker 1 (34151220170000) site on October 24, 2012 due to a phone call I received from Troy Wells, Enervest Operating LLC, regarding a ruptured flow line from the wellhead to the tank battery. Troy Wells; informed me approximately 4 bbl to 5 bbl of oil were lost due to the ruptured flow line. The well was shut in and Troy called the Ohio EPA. Enervest Operating LLC and J Hawk Water Services installed a plywood barrier in the stream (N 40.72639 W -81.32805 +/- 11 feet) that would retain oil but allow water to flow under the barrier. Adsorbent dikes were installed downstream of the plywood barrier to capture oil. Adsorbent pads were utilized from the stream to the site of the ruptured flow line to capture large pools of oil on the ground. This well is located in Canton Township and shares a 210 bbl stock tank (N 40.72654 W -81.32774 +/- 8 feet) with three other wells (34151220190000, 34151220310000, and 34151220460000). The wellhead is west of the tank battery on the opposite side of a small stream. The poly flow line is shrouded in a metal pipe from the wellhead to the tank battery except for a section of approximately 15 feet; this is where the rupture occurred (N 40.72665 W -81.32920 +/- 11 feet). The flow line is adjacent to a natural gas pipeline right of way and it is believed that when the vegetation was cut on the right of way the poly flow line was damaged by the mowing equipment. By 17:00 hours the ruptured flow line was repaired by J Hawk Water Services and the well was placed back into production. I met Troy Wells, Enervest Operating LLC, and Kurt Kollar, Ohio EPA, on October 25, 2012 to discuss the cleanup plan for the oil release. Kurt issued a Notice of Response and Regulatory Interest to Enervest Operating LLC that included five abatement actions.
