1415599097 2016-12-09 Production Wells No Violations I received a call from the landowner at this location, Mr. Mario Festa, stating that he could smell natural gas at the tank battery and at the wellhead. He was also upset that the well was sold from White Energy to Moore Well Services without his approval, which he stated was in his lease. I told him I would inspect the well operations for safety and other issues, but any lease or contract issues would have to be worked out with the operator. I inspected the well today and Alan Lorinchack (contract pumper) was on location and gauging the tank. I inspected the wellhead and found it was fenced and equipped and operating with an electric-powered pumping unit. A gauge on the tubing flow line showed a pressure of 120psi and the gauge on the 4.5 production casing flow line was not readable at this time. I stood near the wellhead and observed a gurgling sound emanating from below the stone and dirt around the well indicating that the annulus between the 8.625 surface casing and 4.5 casing is pressurized and possibly leaking gas. There was a faint gas odor near the wellhead. I inspected the tank battery and found that it was fenced and diked. The battery contains one (1) 210 barrel tank, one (1) 100 barrel tank, and a vertical separator charged at 75psi. There is a domestic tap on the sales line upstream from the sales meter. Downstream from the meter, the sales line valve is closed and a 1 plastic line is venting any gas not used by the domestic supply to the 100 barrel tank. I did not observe an odor of natural gas at this time. I spoke with Alan about this and he told me that the well does not make enough gas to keep the separator running properly. I told him I would speak with Moore Well Services about the issue. I spoke with Jeff Moore and explained to him that any gas vented to the atmosphere needs to be flared as required by ORC 1509.20 and OAC 1501:9-9-05(B).
