I was on location with Inspector Fleming and Jeff Moore (Moore Well Services) to determine the source of the methane. John located the position of the buried casing with a magnetometer and Jeff probed the ground to try and tag the casing. The venting area was 35-40 from the corner of the house and 50 from a neighboring home. There are no septic systems or water wells in the immediate area. It was decided that the area would need to be excavated and properly vented away from the homes until the leaking well could be re-plugged. Jeff was going to notify the local fire department of the situation and the remedial plans. This well will be placed immediately into the Orphan Well Program. |

1397572608 | 2014-04-04 | Orphan | No Violations | I responded to a complaint ( # 4652 ) that was taken by our Uniontown Office ( Wendy Booth ) on 4/3/2014 that there was bubbling occurring in the sand and water at his home located at 10066 Danns Way Streetsboro Ohio. During the summer a small swimming pool was located in this area. Upon my inspection I could see the bubbling in the sand and water. I could not detect any LEL at that time due to the windy conditions. With a Magnetic Pin Locator I was able to locate an object in the area ( GPS ) where the well was located. I called Gene Cheni Orphan Well Manager and explained to him what I had discovered. The well was plugged 9/22/1989 and final restoration was approved 3/18/1996. He told me that the landowner ( Ron Smolik ) would be responsible for contacting a contractor to expose the location of the well. I gave him various contractor name and numbers. He contacted Moores Well Service and spoke to Jeff Moore. When I left he said that he and his wife would talk it over. I explained to him this needs to be addressed soon. The area is located 40+/- from his residence and 50 to 60+/- from his neighbor. |
1397580408 | 2014-04-07 | Orphan | No Violations | ( Compliant # 4652 ) I received a phone call from Jeff Moore of Moores Well Service that Ron Smolts had contacted him about meeting him at his residence at 10066 Danns Way, Streetsboro Ohio. He asked if I could be at the location also. With the well information from RBDMS and the GPS reading Jeff hand dug and probed the location and located something in the area. At that time Jeff Moore, Mike Dinsmore, Ron Smolt and myself thought as a courtesy we should notify the Streetsboro Fire Department. Ron Smolts made the phone call and within 30 minutes the Fire Chief and a Lieutenant were on location. It was explained to them by Jeff Moore what he would be doing to vent the gas away from the area. (1) They would expose the wellhead. (2) They would put a plastic drum over the well and also install a 1 line and bury it and run the 1 to the east and install a charcoal filter and a 20x 1 vent line and anchor it to a tree. With this procedure that would get the gas away from the homes. They ask if they could take this information back to the city engineers for there approval. |

I arrived on location and met with Jeff Moore (Moore Well Services), Inspector John Fleming, and the landowner, John Smolik. The goal today was to safely expose and vent the well away from the nearby residences. Prior to excavating the well, Jeff brought in a Ditch Witch with a knifing tool and installed a 1 plastic line 110 to east of the leaking well. The line was fitted with a flexible rubber hose and attached to a charcoal filter stack at the base of a maple tree. A ball valve was attached to the top of the filter for monitoring the gas and a 30 joint of 1 tubing was run up along the center of the tree and secured to the tree and ball valve. Moore then excavated the well with a Bobcat and exposed the 8.625 surface casing 4-5 below grade. There was no ID plate on the casing, and the casing had been bent over and flattened. A vigorous gurgling of gas was observed from the casing and the excavator was used to straighten up the pipe. Jeff probed inside the casing and tagged something solid 31 into the casing. Moore cut the bottom off a 30 gallon, plastic barrel and the 1 vent line was attached to the top of the barrel. Expanding foam was sprayed on the ground around the casing and the barrel was placed in the foam and over the casing to prevent gas from leaking around the perimeter. The barrel vent stack was then covered and buried. I verified the vent was functioning properly at the 1 monitoring valve with my gas meter. I will continue to monitor the vent until the well can be re-plugged. |

I received a call from their engineering department and I explained to them about the procedures that was going to take place to vent the gas from the homes. They said it was ok with them and that they would notify the Fire Chief. The Fire called me and gave us the ok. |
