0492683648 2014-07-22 Production Wells No Violations Compliance Notice Follow-up -856945160: I met with Ray Branham and he took me to the three wells he plans on producing on this lease:24384, 20779, and a well with no assigned permit number. He stated that he has already sold oil twice off this well to Ergon Oil Purchasing. I gave him the correct permit numbers for the wells and told him those were to be properly posted on the tank. He said he forgot his paint marker but will call me when he post the identification. I explained what needed to be posted on the tank since he plans on using it as a shared tank battery. He will call when he is going to post the identification.
0533543053 2014-09-24 Production Wells No Violations Compliance Notice Follow-up -856945160: The well is equipped with a pumpjack and is currently being operated by Ray Branham. He has recently installed a new gas motor in order to pump the well to the tank. The valve is open at the wellhead. The location has been mowed and the access road has been cleared up to the tank battery. I called and left a message with Patsy Branham in regards to the well and she stated that she has never owned a well.
0856945160 2014-06-06 Production Wells Violations Noted I drove by the location and found Ray Branham sitting back by the wells at his truck. He told me he was producing this well and comes out there about twice a month. I inspected the well and saw his tools and various equipment lying around the pumpjack. There is a 2 black plastic line which runs from the tubing to the 100 bbl tank. Ray stated that he owns this well and several others on this particular piece of property and that he owns the mineral rights. He also stated that he sells oil off this well. There was no identification posted on the tank or wellhead. The owner is listed as Patsy Branham. The owner currently has a Chiefs Order for having wells without a proper bond. Operator has never reported production to the state. The operator must be registered to own and operate wells and be properly bonded and insured with the state of Ohio. The owner must also post correct and legible identification.

1405364325 2014-07-14 Administrative Inspection No Violations I spoke with Ray Branham and he stated that he owns the well and that it falls under the rules of the historical society. He claims that he holds the lease and that his wife Patsy Branham lost the well to a court order 20 years ago. I explained to Mr. Branham that all oil and gas wells fall under the jurisdiction of the Ohio Division of Oil and Gas as based on Ohio Revised Code 1509.02. I also told him he needs to have the well transferred to his name and that he needs to have the proper bond and insurance. He stated that he is not going to have the well transferred into his name and that he is not going to get a bond.
1406124070 2014-07-23 Administrative Inspection No Violations I called Ergon Purchasing to see if Ray Branham had in fact sold oil off of the well. They did not have any record of Ray Branham except for a Matlock lease in Athens County, Bern Twp. I called Ray back this morning to make sure this was the right company and he stated that it was and that it would be listed under BJB Incorporated, however Karen with Ergon, stated that she did not have anything under that name. Ray also told me he had a working interest partner whom he would not name and that he was not going to and did not have to get any bond or insurance on these wells. He stated that he was going to do things his own way. He did however state that he was going to post an identification on the tank.
1425473664 2017-01-18 Production Wells No Violations The inspection this day revealed that this well is equipped with pumping unit, a 4 1/2 inch diameter wellhead, 1 1/2 inch diameter production tubing, and 2 inch diameter steel and plastic production lines. The valves on the wellhead are closed at the time of inspection. The tank battery is equipped with a single 100 barrel steel tank. There is no identification at the wellhead or the tank. There has been no resolution to the issues on this well at the time of inspection.
