Crew had left for diesel to treat the well. Tanks up on highway, no IDs. C & G Oil has new lease on property and plan to produce the well.
0337568164 2018-04-12 Production Wells Violations Noted I was on location today to do a field inspection on this well. During the time of my inspection I was unable to locate any legible identification for this well. The well is required to have legible identification either at the wellhead or the production tank. The following is required to be on it, Owner, lease name, well number, permit number, township, county and emergency contact number. I spoke with Bill Grizer today while I was on location. He will get the identification fixed next week.
0481844131 2015-07-20 Production Wells No Violations I went out to this well to do a follow-up inspection on it. The owner of the well C&G Oil & Gas is still working on setting new tanks at this time. They have built a new dike and have been waiting on the rain to stop so they could set the tanks. We have the company under Circleville Gas Co which is no longer around. C&G Oil & Gas has been operating the wells. I believe they took the well over in 2008. I talked with Bill Grizer the owner of the well. His contact number is 740-525-3586.
0485770049 2017-01-20 Production Wells No Violations The inspection this day revealed that this well is equipped with a pumping unit, a 4 1/2 inch diameter wellhead, 2 inch steel production lines, and 1 1/2 inch production tubing. The valves on the wellhead were open at the time of inspection. After looking around the area I found there to be no signs of any sort of contamination at the well site. Vegetation has been re-established and all contaminated soil has been removed. The tank battery for this well is equipped with three (3) 210 barrel steel tanks and two horizontal separators. Fluid could be heard going through the separators and identification was posted at the time of inspection. There are no issues to report at this time and the well is in production at the time of inspection.

I talked with bill Grizer today and he said they would be getting the identification posted. I reminded him it had to be at the well and the tank pad for multiple wells.

The company has not posted the identification on both the well and the production tank for this well. I will be contacting the company today to see why it has not been corrected. I spoke with Bill Grizer again about the identification and he told me he would have it done by September 19th.
0958896716 2012-10-10 Production Wells No Violations My inspection this day with Jake Glascock, then tell him about some of the problem wells in the county. We found no violations with this well but it is now being operated by C & G Oil Co and, while they feel they have legal right to operate the wells and Columbus has said to put these in the Orphan well program, C & G will need to get wells on their bond (will go on Carper Well Service bond). Well is producing this day, good identification, meter house locked so could not check chart, will continue to monitor.

The well still does not have any identification posted at the well or the tank pad. I contacted Mason the field supervisor and let him know about it. Bill Grizer never got them put up so he said he would take care of it.

1180736687 2019-04-02 Production Wells No Violations I was back on location today to follow-up on this well with the company to see if they had any progress with Columbus on getting the wells under their bond. They have been operating these wells and reporting production for years now. They stated to me that all of the paperwork has been submitted to Columbus and they are just waiting. I will follow-up with my supervisor on this.
1191832283 2015-03-31 Production Wells Violations Noted C & G Oil and Gas are the owner/operators of this well. The well is currently in production and is equipped with a pumping unit. There are three 210 bbl tanks up off of SR 376 for this well. There was a call from a hunter who stated that there was an oil line break somewhere in the area. I found the break and it had been repaired at some point in time. The line was not currently leaking oil. There was around a 75 long x 7 wide area of oil contamination leading down the flow line access road. Further down there was another area where the line was repaired, which had a 30 long and 15 wide area of oil. Both spots of oil were on the surface and sprayed on the vegetation. I talked with Bill Grizer and he was heading to the location to clean up the mess. He will remove the oil contamination, lime the area, and then restore vegetation.
1235232359 2012-02-07 Production Wells No Violations My inspection this day due to request from owner of lease (who is producing well) to resolved the violation. I have researched RBDMS and have found no violation. Previous lease by Circleville Gas has been broke and a new lease signed and recorded with C & G Oil who has had service rig on well and it is now producing with a pumping unit. C & G have tried to contact Bob Ray to get a transfer done but have not been able to contact him (nor could the State DNR after numerous tries). I have told new operator to try and get the wells in their name - they are continuing to do so but not luck yet. Big 200 bbl stock tank, laydown separator and current chat in meter with identification saying well belongs to C & G. This day present as they are selling oil. Dike does not meet SPCC requirements but progress has been made getting wells back into operation.
1422215464 2011-03-07 Administrative Inspection No Violations Talked with Jerry Apperson regarding the wells on his property. What had been done, legal status of them, what they had made. Informed him of operator that had talked to other Circleville Gas landowners about a new lease on property and that they might be contacting him.
1429638440 2015-04-21 Production Wells No Violations Compliance Notice Follow-up 1191832283: Bill Grizer called and stated that he had cleaned up the majority of the contamination and spread a biodegradable absorbent on the ground. Upon inspection, I found there were still areas that needed attention. There was grass growing in certain areas. I called Bill and discussed the issues and what needed to be complete in order to pass the compliance notice. He agreed and stated that he would be back out sometime near the end of the week.
1430853302 2015-05-05 Production Wells No Violations Compliance Notice Follow-up 1191832283: Bill Grizer of C & G Oil and Gas called and asked me to inspect the location. Upon inspection, I found that Area 1 still has brine contamination in several areas. There is some grass growing but vegetative regrowth is insufficient at this time. Area two has been cleared of all debris and several trees have been cut and stacked on the hillside. Seed and straw have been spread across area of concern. The black bags used to store the waste are at the top of the road and have begun to leak. I spoke with Bill and he stated that the bags will be gone by the end of the week. I am going to make plans to meet him in order to make sure he is aware of the remainder of the location issues.

1744196787 2012-05-17 Production Wells Violations Noted Inspection of well found the following 4.5 production casing -2 tubing with the oil production valve open and the gas being vented into atmosphere ,well is being produced by the means of a pumping unit , At the production fluid storage area 3- 210 barrel tanks are present and 2 separators in a shared dike with other wells in area owned by the same producer ,inspector will note that word was left with producer to clean up area ,Inspector spoke with lead inspector Cindy Vandyke and she stated Carper well service out of Marietta recently took possession of wells and is in the process of getting them registered ,Inspector will follow up in 60 days.
