I also followed up on the preliminary restoration on this day and spoke with Bobby Kroll on site in regards to the restoration in which extensive work is still needed.
0759290865 2018-10-31 Preliminary Restoration No Violations On this day, I am conducting a preliminary restoration inspection. The site meets ORC 1509.072 (A) with vegetation established and no substantial erosion. I found the well equipped with a casing head and 2.375 inch diameter upset tubing with the production valve open. It is setup to be produced by means of a pumping unit with rods, but there is currently no mode of operation. The production facility consists of (3) 210 barrel steel tanks, (4) drip tanks, and (4) orifice sales meters all contained within a dike. The facility is shared with multiple wells on the lease. The tanks and wellhead are properly identified, and the production records are current. I spoke with the landowners son during the inspection. I also spoke with Mr. Bobby Kroll, of Kroll Energy on 11/01/2018, and he indicated that the well is only pumped 1-2 times per year, but makes predominately water, with a small amount of oil.
1387375306 2013-12-18 Casing String Witnessed No Violations The said well was spudded on 12/16/13 with a variance from the permitting section allowing the company not to run conductor with the understanding no conductor was to be set. On 12/16/13 322 of 9.625 casing was ran and cemented back to surface by Formation Cementing with 6 barrels of cement returns to surface and the casing pressure tested to 300 psi over lift pressure upon the landing of the plug.
1387475046 2013-12-19 Casing String Witnessed No Violations On 12/19/13 957 of 7 casing was ran and cemented to surface by Formation Cementing with 30% cement excess ran and 10 barrels of cement returns to surface with the casing being pressure tested to 300 lbs over lift pressure with no recorded pressure loss. The drilling company will drill out approximately 100 from under the 7 and the well is to be produced from the 2nd Cal Run.
1399667978 2014-05-09 Preliminary Restoration Violations Noted Preliminary restoration status check inspection found the well equipped with tubing & rods with the production valves open and the well set up to be produced by the means of a pumping unit, it was observed that the drilling pits have been filled and the site location not restored with no vegetation or erosion control in place. At the tank battery inside an earthen dike 3- 210 barrel production tanks were found that are being shared with other existing wells on the lease with 4- gas sales meters present also inside the dike area, further inspection of the area inside the dike found stressed vegetation and brine scald present along with salt residue on the dry areas, were fluid was found standing inside the dike area a visible oil sheen was present on the surface and the fluid was a noticeable rust stain color, a distinctive brine odor was present throughout the dike area, the standing water inside the dike area was field tested for chlorides with both low and high level quantab strips with readings exceeding the maximum levels on both. Instructions are as follows immediately cease all surface discharge of well fluids and recover any fluids standing inside the dike area and continue to recover any fluids until test levels are acceptable, properly reclaim any disturbed areas on the property and establish proper vegetation and erosion control within 45 days. 1403593265 2014-05-28 Preliminary Restoration No Violations Compliance notice follow up inspection found the areas affected by the well site construction has been reclaimed and the pollution and contamination found inside the tank battery dike area has been cleaned up by removing the affected soil and hauling it to an EPA approved landfill, the dike area has been rebuilt also.
1891128176 2014-05-12 Administrative Inspection No Violations Compliance notice # 1399667978 administrative report to document notification made to Bobby Kroll with Kroll Energy at 10:54 AM on this day, Mr. Kroll returned a phone message I had left in regards to the Pollution and Contamination inside the dike area and the well drill site restoration not complete, Mr. Kroll indicated that someone had took the 2 plug out of the tank and drained the brine water, he also indicated he would be restoring the well site and rebuilding the dike area and no water was being drained from the production tanks, he indicated the last time he drained water was prior to my request on 04/14/14 asking him to cease the surface discharge of well fluids and when he was there on 05/11/14 the fluid I had tested and photographed on 05/09/14 was gone and the dike was dry.
