1023590081 2013-08-25 Production Wells No Violations Follow up on compliance agreement # 1359411730 issued on 01/29/2013. I have had several conversation with both Ray Beck and Becky Sims in regards to the status of the said well, both have reported to me that the lease issues have not been able to be resolved between Chuck Dye & Beck Energy, I have made suggestion that if they can not resolve the legal matters than the well needs to be plugged due to the fact it has never been completed of produced and is idle under 1509.062 (A)(1) The owner of a well that has not been completed , a well that has not produced within one year after completion, or a excising well that has not reported production for two consecutive reporting periods as reported in accordance with section 1509.12 of the Revised Code shall plug the well in accordance with section 1509.12.

1359396700 2013-01-28 Production Wells No Violations Inspection of the well head found the well leaking oil to the ground surface out of the 4.5 production casing. Upon my notification to Ray Beck on this day He indicated that the well had not been completed because of legal issues. I indicated to Him that the well was leaking and needed to be addressed environmentally immediately. A separate report will be filed indicating the violations found.
1359411730 2013-01-28 Production Wells Violations Noted Upon inspection of the well obvious signs of surface contamination was found due to the 4.5 production casing leaking. Records show in 2007 the well was drilled but not completed and is currently idle with no reported production. The drill site location also has visible signs of improper restoration work. The said well shall be plugged and the site restored correctly, Inspector is requesting that the producer immediately file for a plugging permit with the division.
1359985061 2013-02-04 Drill / Deepen / Reopen No Violations Inspection found the pollution and contamination issue addressed and proper well control in place. Notification was received by Ray Beck on 01/29/13 that they had addressed the environmental issues and were attempting to resolve the legal issues. I referred Him to Steve Opritza in permitting for the reason that the drilling permit has expired and the well was never completed.
1360325271 2013-02-08 Drill / Deepen / Reopen No Violations Clerical inspection to document that the drilling permit has expired and the well has not been completed and the landowner has filed a complaint against the well. Complaint # 4206 was filed in the database and a violation was issued against the well. Inspector will note that in conversation with Ray Beck, Ray indicated that the well was drilled but not completed due to a dispute over the lease with another producer.
1392312376 2014-02-13 Production Wells No Violations Compliance agreement follow up inspection found the well has not been completed and is idle, I spoke with Ray Beck and He is still trying to resolve the legal lease issues. The original unresolved complaint is # 4206.
1535393116 2018-08-27 Production Wells No Violations Compliance notice # 1359411730 and complaint 4206 follow up inspection found the well equipped with 8.626 diameter surface casing and 4.5 diameter production casing with a 4 x 2 swage screwed into the top of the production casing. The swage is equipped with a valve that is in the closed position. No production flow lines or equipment is present. The well was never perforated or stimulated. Previous information gathered indicated the company that drilled the well did not have the underlying lease assignment and was unable to complete the well. The company has not responded to the violation. Photographs taken on this day.
1595797346 2013-03-14 Drill / Deepen / Reopen No Violations Nov 1359411730 follow up. On this day I stopped by Beck Energys office and spoke with the field representative Becky and discussed the legal proceedings and options, Becky explained that the producer Chuck Dye had contested their right to drill the well on the property and that was there reason for not completing the said well. I informed Becky that I would extend the violation deadline in order for them to address their legal options and that being the Producer Chuck Dye was not registered or bonded and has not complied with the violation issued against Him on the same lease pertaining to His unregistered wells.
