0175970780 | 2018-04-10 | Production Wells | Violations Noted | The purpose of my inspection was to document the status of well #2-0705. I spoke with Alliance Petroleum Corporation production foreman Matt Postelthwaite on 3/14/2018 regarding the status of the well. Mr. Postelthwaite reported that he had discussed the well with the responsible lease operator who reported that the cause for non-production was the market for the well had been severed in the past and not re-established. Mr. Postelthwaite requested an opportunity to review the area for market and discuss with the landowner connecting the well as a domestic supply. Mr. Postelthwaite and I agreed to discuss the situation in two weeks. I followed-up with Mr. Postelthwaite on 3/30/2018 for a status update. Mr. Postelthwaite reported the new identification sign was ready and waiting on conditions for installation. Mr. Postelthwaite continued that efforts to establish a new market were unsuccessful and the landowner was not interested in the well for a domestic supply. He continued that the well would need to be plugged. The well is currently incapable of production and not legibly identified. Alliance Petroleum Corporation shall post legible identification within 7 days and submit a written plugging plan to Inspector Kenneth Frye at the Ohio Department of Natural Resources, Division of Oil and Gas Resources Management, 3575 Forest Lake Drive, Suite 150,
Uniontown, OH 44685, within 30 days, per OAC 1501:9-11-05(B), and plug the well within 180 days. Alliance Petroleum Corporation will be notified if the plugging plan is approved or denied. |

At the time of my inspection correct identification remained at the tank battery. No leaks were observed. ODNR-DOGRM issued a permit to plug and abandon well #2-0705 on 08/16/2018. Prior to the inspection I spoke with Alliance field superintendent Rusty Morrison. Mr. Morrison stated he did not know when the well may be scheduled to plug. |

RBDMS indicated the owner has not reported production since 2011. Access to the well and tank battery was marked by a locked livestock gate. The access road remained stable. No identification was present at the well head. The 8.625 surface casing was above grade. Annular ports were closed to atmosphere. The 4.5 production casing was equipped with a plunger lift assembly. The master gate valve was in the closed position. No domestic supply connection was present. No leaks were observed. The tank battery was partially overgrown with mature brush. A worn earthen dike was present around the equipment. Equipment within the dike consisted of one (1) vertical separator, one (1) steel production tank and one (1) concrete brine vault. The separator was not in operation and did not contain a current production chart. The production tank remained in good repair. The identification on the tank body identified the former well owner. The valves were closed and plugged. The brine vault remained in good repair above grade and was holding fluid near free board. I spoke with Alliance Petroleum Field Superintendent Matt Postlethwaite regarding the well status. Mr. Postlethwaite reported that he was unsure why the well was shut in and would report back by weeks end after investigating with the field operator. I will schedule to follow-up with Mr. Postlethwaite regarding the status of well 2-0705. |
