| 0273904306 | 2012-08-06 | Production Wells | No Violations | A follow-up inspection was conducted, in order to obtain the assigned shipping number(s) for this well, which are typically displayed at the tank battery location and not regulated by the Division. The well had allegedly been owned by the Edward H. Everett Co. Further documentation would be required to prove this allegation therefore, the shipping numbers were obtained to research oil shipped and last known well owner. The tank battery consisted of (2) 100 bbl tanks for Permit No. 61320. The designated number for this well observed on (1) 100 bbl tank was 101793. The displayed identification at this location showed Permit No. 61204 and Claypool #3. The identification did not show a well owners name, but did list an emergency contact number, 740-763-3538. At 3:28 PM, I left a voicemail message at this number requesting a return call. The well remains idle at this time. Prior to inspection, this case was discussed with Oil & Gas West Region Supervisor, Mr. Will Ziegler. At 10:21 AM, on 8/7/2012, I received a return call from the number listed above. Mr. Bobby Dye, an ex-Edward Everett Oil Company employee stated that he got my message. Mr. Dye alleged that said well was owned by the Everett Oil Company and further stated that he has documents at his house to prove ownership. |

Brandons supervisor Dan Goins has requested that this well be turned into the Orphan Well program. Two steel 100 barrel tanks have been pushed up against the pump jack along with soil and concrete debris. This has caused the tanks to leak crude oil onto the ground surface. There is a 4 x 6 pool of crude oil between the tanks that is approximately 4 inches in depth. This well was an old standard rig drilled well and still has a 7 inch outside diameter water well (ww) casing located 3 feet from the well head. This ww casing is 9 inches in height and full of debris, rocks etc.. GPS for the water well is N40.05295, W-82.20905. The ww casing is not leaking. The production well (PW) is located at GPS N40.05296, W-82.20904. The PW is not leaking and is not capable of production as a result of the tanks, dirt, and concrete debris pushed into and on the unit. The concrete is probably from the old Standard rig motor base. There is no owner listed for this well in RBDMs and no lease name ,well casing or completion records. The Licking County Auditors site list the property as belonging to Crispin Auto Wrecking Inc.. When Brandon and I first arrived we were visited by Jeff Schuhart the farmer who has planted the field. The field has knee high corn planted around and up to the well site. Mr. Schuhart said , The well has not produced for years and we got tired of farming around the mess and pushed everything into one pile. Historical Google Map images show the steel 100 barrel tanks were originally located approximately 80 feet north east of the well head. He told us the current land owner was Don Boyce. This field has field tile per Mr. Schuhart. On this 210 Acre farm there are two production wells belonging to Everett Oil Company and at least three other Everett wells that have been plugged and abandoned.
