The landowner Mr. Brandon Stair called recently alleging that the company is not producing the well and stated that he hasnt received a royalty payment in two years. The inspection revealed that the well was equipped with a pumping unit and motor. The valves at the wellhead were in the open position. The well name and permit number were observed at the well. The tank battery consists of (1) 100 barrel tank, separator, chart, and meter inside an earthen dike. An identification sticker was observed at the tank but was faded. The well owners name was not observed at the well or tank battery. Per OAC 1501: 9-9-05(10) All producing leases shall be legibly identified in a conspicuous place on or near the well-head or the storage tank(s) as to owner, lease name, well number, permit number where available, county, and an emergency telephone number. If multiple wells are being produced into the common tank(s) each well-head shall be identified as to owner, permit number where available, well number and lease name.The chart did not have any information indicating the date it was put on. An identification sign was observed on the tank. It was faded and labeled as Hopewell Oil & Gas. The identification should be corrected to identify Siberian Solstice Energy LLC as the owner. Siberian Solstice Energy LLC. is the new owner of this well as of 5/29/2015. Mr. Stair was present during inspection and alleges non-production. He also pointed out a gas line that runs up the hill behind the well that he alleged was causing erosion. During the inspection I did not see any erosion issues being caused by the gas line. Mr. Stair stated that he never sees the pumping unit running and believes that the company is not producing the well. Mr. Stair was advised that production was being reported on this well and that the pumping unit does not have to pump for gas to be produced.
