Common tank battery sets on their property above their water well. 2 100 Bbl steel tanks and 2 vertical separators. They have received free gas resulting from tanks setting on their 4 acres. Inside dike surface is clean, except for one place 2 x 2 where appears crude oil blowed from line at drip for house gas. Outside of dike on lower corner shows leaching and kill of vegetation. quantab water well, 3.0 on low range quantab or 111ppm chloride. Ran well for 5 minutes thru 2 pump cycles. Taken at frost free hydrant at water well. (5 casing, GPS N40.10971,W082.24760) Water was very red or rusty colored and had a lot of sediment. Mrs. Chester said that the well does that from time to time. Water well drilled by Stuart Bevard. All tanks have been disconnected at the bottom fittings, lines removed, and plugs put in stops. Well has pump jack and no ID at well. Well is capable and is located on the Jerry Wheeler property or lease. Tanks have ID. Tanks are common tanks for P# 3435, and 5300. |

Ron said all three wells together dont make enough gas to keep the Chester residence supplied during the winter months, and supply the landowner Mr. Wheeler.All three wells currently areshut in. Ron said Doug Chester is the one who blew the drip with oil at the dike. Mr. Moran said Jerry Wheeler interested in taking over the wells or he might plug them. He will have tanks emptiied by water trucks and wif wells kept will move them onto Mr. Wheelers property. Area also to be properly cleaned up. Ron Moran and I talked to Mr. Jerry Wheeler who wants the gas but not the wells unless the price is right. I explained bonding requirements and with three wells he would not qualify for domestic operator and would need $15,000 bond. He and Ron Moran will have to work out what they need to do. Mr. Wheeler does not get along with Mr. Chester. |

The tank battery is a shared tank battery with the Wheeler #2 (08923435) and Wheeler #3 (08925300). The tank battery battery consists of (2) 100 barrel tanks and a gas separator. A 300 barrel frac tank sits further down hill from the tank battery near the driveway for the Wheeler residence and is used for brine storage. The frac tank did not have a dike. The inspection revealed that the frac tank appeared to have been run over and oil might have entered an intermittent stream. The frac tank had some crude oil on top of the water. The oil flowed down the hill from the tank in a ditch that runs along the driveway. The oil then entered a ditch that runs parallel with Licking Valley Rd. (CR 668) and appears to have entered a stream on the east side of Licking Valley Rd. A pumper, Tim Marshall, for Ronald F. Moran arrived during the inspection. Mr. Marshall informed me that approximately 1-2 barrels of oil made it into the ditch that parallels Licking Valley Rd. The spill ocurred on 4/29/2013 but the company did not notify the DOGRM or the EPA. The pumper informed me that it happened while he was there and that cleanup began immediatley. Straw and peat absorbent was applied to the ditches to absorb oil. The company was informed of their obligation to notify the EPA when a stream and/or ditch is impacted. The company was also informed of their obligation to notify the inspector when there is a spill. The company will monitor the ditches and will need to remove the straw/absorbent material within 1 week. |

Mr. Holmes stated that an anonymous phone call was made to the OEPA about a hose coming from the dike had fluid running out it and down the driveway entering a ditch. The inspection revealed no hose or any evidence of fluid entering a ditch. A phone call was placed to the company inquiring about a hose. The company informed me that over the weekend the dike was full of water due to a large rain event and that they pumped the water out of the dike. Inspection revealed no violations.
