0899637475 2017-08-25 Orphan No Violations My inspection found a 9.625 collar sticking up 12 inches out of the ground. There is a open 1 inch line inside the casing that has been cemented in. The ground around the well is currently bubbling with natural gas. There is a 15 by 15 foot area that is saturated with crude oil. The well is located in the woods and will need a path cleared through the trees to access the well. There is a 5 foot deep by 8 foot wide drainage ditch that will need to be crossed to access the well location.
1232032855 2018-09-14 Orphan No Violations I was on location to inspect and witness on-going plugging and abandonment activity being performed by Keystone under contract to Idle & Orphan Well Program. At the time of my inspection, crews were working to remove fluids (water) from the casing annulus to inspect and assess the nature of an obstruction encountered at approximately 6 feet below the top of the casing top. The water was bailed form well and permitted inspection which revealed the presence of a short (less than 2 feet) section of 2-inch pipe, and a section of 0.75-inch pipe, which were both removed. Some additional oil- impacted soils were removed from around the wellhead to a plastic-bermed area. The large concrete mass that had been around the base of the 8 5/8-inch casing was broken up and removed. There was no gas detected in ambient air near the wellhead. The access road was in good condition. There was a temporary cellar dug around the base of the well pending placement of the steel, corrugated cellar structure, which was to occur on Monday.
1450712466 2015-12-09 Orphan No Violations I inspected this location pursuant to a complaint regarding a possible well located in a wooded are that may be leaking. At the time of this inspection, I observed the following visible elements: a 10-inch diameter steel casing riser which was several inches below grade and had been exposed by hand digging. Secured concentrically within the annulus of the larger casing, there was a smaller 1.5-inch vertical pipe. The remainder of the annular space within the 10-casing was filled with cement. I observed some bubbling of gas from the ground surface near the well and some evident oil staining around the well which was inferred to be from leakage at the well. There were no other associated structures present in the area of the well. There was some standing water in the small excavated area which upon testing with a Quantab strip, did not exhibit elevated chloride levels. Access to the well was relatively unimpeded with the exception of several trees in the wooded area where the well is located. I will refer this for possible Idle & Orphan Program evaluation.
1536953160 2018-09-13 Orphan No Violations I was on location to inspect and witness on-going plugging and abandonment activity being performed by Keystone under contract to Idle & Orphan Well Program. At the time of my inspection, crews were working to remove impacted soils from around the wellhead to a plastic-bermed area. A small amount of oil continued to leak from the base of the concrete from which the casing protruded. There was no gas detected in ambient air near the wellhead. Additionally, crews worked to remove a wood plug from the top of the 8 5/8-inch casing annulus. These activities continued throughout the afternoon.
