1247480215 2018-12-19 Orphan No Violations I was on location today with DOGRM inspectors, Norburt Lowder and Kevin Perry and Emergency Operations Coordinator, Fred Romeo, in response to complaint # 6038, regarding a stray gas incident at the Fairport Harbor Harding High School. Also present at the time of this inspection were Fairport Harbor Fire Department personnel and Scott Hribar, high school maintenance coordinator. This gas well is located inside of the ground level garage located on the north (3rd Street) side of the school building. This garage area was previously a maintenance area that was converted into a shop classroom. This well had previously been vaulted and vented in 1999 due to its location in the building and the fact that it was leaking natural gas. Today, the fire department scanned the area around the well with their gas meter and obtained only one reading of 5% LEL (lower explosive limit) from the floor, approximately 3 feet south of the outside wall of the garage and approximately 2 foot from the existing gas well. No other readings were detected after a sweep of the rest of the building by the fire department. Inspector Romeo used the Division FLIR camera in this area and the results were inconclusive. The access manhole cover to the well was opened and revealed the well was actively leaking around the outside of the casing as well as inside the exposed 4 inch casing. There is a 2-inch diameter PVC vent line that runs north and underground from the interior of the vault to the outside wall of the building, then vertically, approximately 40 feet to the roofline. There is a second 2-inch diameter PVC vent line that runs aboveground from the top of the vault and ties into the first vent line just above grade on the outside of the building. The Division plans to temporarily mitigate this stray gas issue by placing a power vent on the outside vertical portion of the existing vent line to aid in extracting the natural gas being produced by the well and accumulating in the vault.
