0064418203 2016-02-09 UrbanProduction Wells Violations Noted I inspected this well as part of routine inspection activity. The well and associated battery are located behind the single-family house at this location. The well and battery are accessed via a short, unpaved road that extends to the east beyond the house driveway for 200 feet. At the time of this inspection, I observed the following: a wellhead with gasoline-fired pump jack system in a board-on-board enclosure. Fittings and connections at the wellhead were secure. The battery is comprised of one 210-barrel steel production tank, one 100-barrel steel brine tank and separator in a separate board-on-board enclosure. Hatches were closed and sealed. Secondary containment was present and intact. Fittings and connections were secure and free from signs of leakage or problems. I walked the areas surround both the well and battery and did not observe any signs of impact relative to the production activity. Signage was present but not visible on the outside of the battery. I noted the following safety issues: The load-line valves were not locked and enclosure gates were unlocked. The owner must remedy the following by 04/08/2016: secure the load-line valves with locks, secure the enclosures with locks. Place proper ID in a conspicuous location on the outside of the battery. 0163924995 2015-04-22 UrbanProduction Wells No Violations I inspected this producing unit as part of routine inspection activity. The well and battery are located in a open, grassy portion on a residential property in an area of mostly sparse residential development. The well is comprised of a mechanical pump-jack system in a board-on-board enclosure which is locked. Fittings and connections at the wellhead are secure. The battery is comprised of one 210-barrel steel production tank and one 100-barrel brine tank and separator unit in a separate board-on-board enclosure. Fittings and connections are secure. The secondary containment is intact and dry. Load-outs are secure. The areas surrounding the well and battery consist mainly of turf grass and woods. I did not observe any signs of impact or drainage problems at the time of this inspection.
0388314124 2017-04-10 UrbanProduction Wells No Violations I inspected this producing well as a follow-up to a previously-issued Compliance Notice. At the time of the previous inspection, I had noted that the load-line valves were not secure with locks as required. At the time of this inspection, I observed the following: the access road to the well and battery, which is comprised of a gravel-paved road that enters from Orchard Road and travels 700 feet to the well and battery, was in good condition with no drainage problems or wash-outs. The separate enclosure gates were locked and secure. The secondary containment was intact. Fittings and connections at the wellhead and battery were secure and free from leakage. I walked the areas surrounding both the well and the battery and found no signs problems or impact to the surrounding in-situ features. I did observe the following maintenance and safety deficiencies; the load line valves remain unsecured, the ID signage had not been updated to reflect the recent change in ownership, and the wellhead enclosure has been partially dismantled.

At the time of this inspection, I observed the following: the were no locks at the load-line valves. The ID signage remained from prior ownership and not accurate. I had previously contacted the company on several occasions since the issuance of the compliance notice regarding the deficiencies. The company had made pledges to remedy the deficiencies.

Repeated calls to the owner have not produced any demonstrable action or results.

At the time of this inspection, I observed the following: there were no locks at the load-line valves, the battery enclosure gate was not locked and left open. In addition, the 8.625-inch casing was not gauged nor fitted with a pressure relief device as required under the special permit conditions which were part of the drilling permit. I have contacted the company on several occasions since the issuance of the compliance notice. The company has reported that problems with personnel and/or lack of funds, have prevented them from being in compliance.
