0004776169 2017-12-11 UrbanProduction Wells No Violations I inspected this well as a follow-up to a previously-issued compliance notice for the following deficiencies: the load-line valves were not locked and secure and the surface casing was not gauged as required by special permit condition. At the time of this inspection, I observed the following: the load line valves were not locked and the surface casing was exposed but not gauged. The tanks must have a spark arrestor, low-pressure relief valve and carbon filter. In addition, there was signage at the well, but reflected the previous owner. I had previously contacted the company about the deficiencies and they had reported various issues regarding lack of personnel and funds preventing them from being in compliance.

Repeated calls to the owner have not produced any demonstrable action or results.

The well and battery are located within the confines of the Little Mountain Country Club golf facility. The well is comprised of a mechanical plunger-lift system located at the top of the entry drive. Fittings and connections at the wellhead are secure. The battery is comprised of one 100-barrel steel production tank and one 100-barrel brine tank and separator unit in a diked area but not otherwise enclosed. Fittings and connections are secure. The secondary containment is intact and dry. Load-outs are secure. The areas surrounding the well and battery consist mainly of paved portions of the maintenance shop and associated driveway, parking, and equipment storage yard. I did not observe any signs of impact or drainage problems.

At the time of this inspection, I observed the following elements: a wellhead with mechanical plunger lift system located on the grounds of the golf course. A tank battery comprised of two 100-barrel steel tanks, and mechanical separators is located remotely at the maintenance garage. Fittings and connections were bull-plugged but not locked. Low-pressure relief valve, spark arrestor, and carbon filter were not present. Fittings and c connections at the wellhead were secure and free from signs of leakage or problems. The 8.625-inch surface casing is exposed but not gauged as required under specific permit conditions. The owner must remedy the following by 04/04/2016: secure the load-line valves with locks. Properly gauge the 8.625-inch surface casing as required by permit condition. Contact Inspector Stephen Tompkins at 330-907-4647 with questions regarding this inspection.
