0436324892 2017-04-06 UrbanProduction Wells No Violations I inspected this well location as a follow-up to a previously-issued Compliance Notice. At the time of this inspection, I found the following: Fittings and connections at the wellhead were secure and free from leakage. The tank battery was comprised of a 210-barrel steel production tank with separator unit located on a narrow grassy, landscaped area, surrounded by surface roadways and parking for a commercial and light industrial office park development. Load-lines had been secured with locks. The company has made no attempt to establish secondary containment around the existing tank battery. There is a storm drain inlet located 40 feet down-gradient from the 210-barrel production tank. The owner has indicated that the deficiencies will be fixed but will not provide a timetable.

At the time of my inspection I observed the following elements: a wellhead with mechanical plunger lift system, mechanical separator, and tank battery comprised of one 210-barrel, steel storage tank. The well was located within the gated FedEx facility but otherwise, the individual elements were not enclosed. Fittings and connections at the wellhead and battery were secure and free from signs of leakage or problems. The tank lid was closed and secure. The load-line valve was locked.

At the time of this inspection, I observed the following: the load-line valves were locked. However, there remains no secondary containment. In addition, the ID signage has not been updated to reflect the change of ownership that occurred over 12 months prior to this inspection. I have contacted the company on several occasions since the issuance of the compliance notice. The company has reported that problems with personnel and/or lack of funds, have prevented them from being in compliance.

There is no secondary containment at the tank battery. I did not observe any leaks, spills, or other signs of contamination. I called Tim Reilly and advised him about the need for loadout locks and a dike.
