0232711967 2007-05-15 Production Wells No Violations Spence Carpenter called to tell me that they are signing a lease with the Church camp on Saturday 5-19-07. The camp will be using the gas for their kitchen. The camp still has to make the final connections to the well.

Trees and weeds have grown inside the shed; well head is turned on but shutoff at the separator. There is a small amount of gas odor. Grounds manager said no one has been to the well in several years.

1076936355 2007-06-25 Administrative Inspection No Violations Called JD Drilling and talked to receptionist at 12:40 pm and left a message for Spence Carpenter that they need to fix a gas leak on a 2 ball valve and the Line to the camp is not connected to the meter set. I asked that Spence call me and give me an up date.
1169227275 2007-01-12 Production Wells No Violations Well is idle and no effort to plug has been made. I sent JD Drilling a letter stating that they need to comply with the Chief Order # 2006-53 to plug the well with in 14 days or bond forfeiture would occur.
1170094753 2007-01-29 Production Wells No Violations JD Drilling has requested an extension on the plug order. They started pulling tubing out of the well on 1-26-07, the well kicked off on its own after pulling 4 joints. They shut the well in and it subsequently pressured up to 230 pounds by the morning of 1-29-07. After blowing the well it recovered to 70 pounds in 7 minutes. The Church Camp wants to take over the well. I have informed them of the many responsibilities that are involved in owning a well. JD has stated that if they cannot get the well to produce they will plug it by May 2007.
1170430717 2007-01-26 Production Wells No Violations Vern Foster called and complained that JD Drilling blew oil on their field while pulling the tubing. I went out to the site and saw where oily water had discharged from a 2 line on the ground. Affected area was approximately 5 by 15 . I called JD and talked with Spence Carpenter and he told me that while pulling tubing the well came alive and the discharge happened before they could shut the well down. Vern Foster expressed interest in producing the well. I informed him of the responsibilities of well owner ship and referred him to ODNR web site.
1178571043 2007-05-07 Production Wells No Violations Well is capable of production. Has 410psi on the gauge. Good Id. There is a 2 ball valve for gas to the camp. There is a 1 line from the camp that is not connected to the well. There are some ruts in the road and the soil has not been seeded and mulched. Debris still needs to be picked up around the well site like 2 plastic pipe and 2 ips pipe and fittings. A small plastic tank is on site but not in use. A 2500 gal plastic tank is 9 from the well it is being used to collect oil.
1183474195 2007-06-27 Administrative Inspection No Violations Talked to Spence Carpenter (JD Drilling) and he said that the well is capable and that they fixed the gas leak on the ballvalve. Every thing is ready for the camp to connect to the gas meter. The camp has not done so at this time.

Vern told me that they are getting bids to run a new line and that is all the progress that has been made toward producing the well. I asked Vern to call me when they get the well producing.

Vern said that they plan on having JD Drilling run a line to the camp after the last band camp this August. 1347015204 2012-09-06 Production Wells Violations Noted Well has never produced gas or oil according to RBDMS report. According to 1509.062A and 1509:12B the owner needs to plug the well or produce it. Last correspondence from Jon Scott, MR Inspector indicated in his Administrative Inspection NOV follow-up, 08/04/2009, that the land owner was planning to have JD Drilling hook up a line from the wellhead to their lodge in the camp. There is a plastic line going from the wellhead to the poly tank next to it.
1348494564 2012-09-06 Production Wells Violations Noted Well not producing. Records indicate well not temporarily abandoned. Last correspondence from Jon Scott, MR Inspector indicated in his Administrative Inspection NOV follow-up, 08/04/2009, that the land owner was planning on having JD Drilling hook up a line from the well head to their lodge in the camp. According to the camp caretaker on my visit, the owner of the camp apparently tried this but finally quit due to insufficient amount of gas for the lodges requirements. There is no possibility of production with the present equipment on site. There is a gas meter installed by JD Drilling. The landowner could attach tubing to the well head at this meter and start using the gas. The violations presently are 1. the well has not produced any gas and hasnt for several years, and 2. the well and a 100 bbl poly tank connected to the production tubing are too close to each other and also an access road, less than fifty feet in all cases. I will call J D Drilling tomorrow (09/07/2012) and discuss their plans for this well and plugging it due to lack of production.
1350438797 2012-10-16 Administrative Inspection No Violations While at the Clara & George Conyer #1 conversion to an injection well discussed the status of this well with Spence Carpenter, Superintendent of JD Drilling and Jim Diddle, owner of JD Drilling. They understand the issue involved and explained to me the history of this well. There are personal issues that need to be resolved between JD Drilling and the organization that owns this property before this well status is resolved.
1536068306 2018-09-04 Production Wells No Violations I received a request from a Mr. Vern Foster to meet him at this well to discuss the future of the well. Mr. Foster had asked for his complaint to be placed in the complaint database. Mr. Foster arrived at 10:06 AM. We discussed the history of the well. According to previous reports, the well had been worked on and showed signs of high gas pressure. This was approximately 10 years ago. The last reported production was in 1983. The well consists of a wellhead with tubing, a gas meter and poly tank. The valves on the casing and the tubing were shut off. I detected a slight odor of natural gas. My gas meter did not detect any gas. I am following up the chiefs order number 2006-53. I spoke with Spence Carpenter at 11:00 AM concerning the fact the chiefs order has not been satisfied. I instructed Mr. Carpenter the well shall be plugged to satisfy the chiefs order. I told Mr. Carpenter that the full extent of monetary fines could be levied against J D Drilling. Mr. Carpenter told me he would be talking to Mr. Jim Diddle concerning this matter.

1818581778 2008-02-05 Production Wells No Violations Good id. Well is equipped to produce gas through a meter. The Camp is the only source of production for this well. The meter has not been connected to the existing orange plastic line that is at the wellhead. The well has no other way to produce gas. No main lines are in the area.
