1543849842 2018-12-03 Exempt Well Pre Transfer No Violations On the day of my inspection I found that the well was equipped with an electric powered pumping unit. The motor, drive belts and electric were intact. The flow lines were connected at the wellhead and the polished rod showed signs of recent use. There was a domestic gas line connected at the wellhead, through a regulator and open valve. The gauge showed 10 pounds. There was some old oil staining in the soil around the wellhead and the stuffing box had some oily residue, but there were no active leaks and no fresh product on the ground. The production equipment consisted of two 100-barrel steel tanks and one vertical separator in an earthen dike. I found no leaks or spills around the tanks. There was no identification at the wellhead and the MFC identification sign on the tank was blank. I contacted the pumper to confirm that I was at the correct tanks. The plastic gas line from the wellhead was laying on top of the ground through a hay field, up to a newer cabin/garage building on the property. The line was connected to a regulator and open valve on the outside of the building. This well meets the following criteria under ORC 1509.01(X)(1) Freeman Hochstetler is the owner of the surface estate of the tract on which the well is located; (2) The well is used primarily to provide gas for the owners domestic use; (3) The well is located more than two hundred feet horizontal distance from any inhabited private dwelling house other than an inhabited private dwelling house located on the tract on which the well is located; (4) The well is located more than two hundred feet horizontal distance from any public building that may be used as a place of resort, assembly, education, entertainment, lodging, trade, manufacture, repair, storage, traffic, or occupancy by the public. I tried to call the landowner Freeman Hochstetler to ask about burying the gas line, but the phone number that was provided with the inspection request was out of service.
