2042692448 2018-11-08 Production Wells No Violations On the day of my inspection I found that the well was idle. The pumping unit was removed, and the well was equipped with tubing and rods. The valves were shut at the wellhead. The production equipment had also been removed. There were no steel tanks, separator, or domestic gas equipment. There was a propane cylinder that was half full of oil back near the wellhead. There were also two 275 gallon poly cube containers back at the wellsite that were full of water and oil. I did not find any obvious signs that there had been any fluid released from the cylinder or cubes, but the ground was all saturated from recent rains, so I could not distinguish between possible contamination and naturally occurring ground moisture. I will contact Jason Blocker to probe the soil with his conductivity meter. There was no well identification posted. Terry Harpers business logo was on the propane cylinder. I met Terry in the field while inspecting his other two wells. He claimed that the tank for this well had a hole in it and he pumped the fluid into the containers so he could remove the tank. Now the oil is too thick to pump out of the cubes because of the cold weather. I told him that he needs to get the cubes and propane cylinder moved out of the well site. I suggested taking them to his yard until the weather warms up and he can empty them. I also told him that he needs to get an identification sign posted at the well site. Terry claimed that the pump was stuck and he needed to have the well serviced. I reminded him that he had not reported production for 2017 and the well will be considered idle after two consecutive years of no production.
