0571372866 | 2017-05-10 | Production Wells | Violations Noted | I received a phone call from Jessica Williams to report oil contamination from a leak at a well on her property. I met Mrs. Williams at the site to look at the well. She claimed that back in January, 2017 her and her husband found the well spraying oil from the stuffing box while the pumping unit was in operation. The unit is powered with an electric motor and cycles automatically. The unit turned on two times while I was conducting my inspection. Mrs. Williams claimed that no one came out to check the well until two days after she reported the issue. She said that Corp Oilfield Services came back out one to two weeks later with a mini hoe and a dump truck. Northwood Energy did not notify me of the leak. The front of the unit was covered in crude oil spray. The soil around the front of the unit and around the wellhead was black with crude oil. There was also oil soaked peat spread around the wellhead, around the perimeter of the affected area and in the vegetation where the oil had run down into the woods. There was a 10 to 15 foot diameter area of bare soil in front of the wellhead. I dug into the soil and found no contamination underneath. The bare soil extended another 15 to 20 feet into the woods. There were multiple empty peat bags left around the unit and in the woods. I called Mike Corp, contractor for Northwood Energy to ask about the leak. He claimed that they lost 25 to 30 gallons of oil. I told Mike that the area still needed a lot of work and I let him know I was issuing a compliance notice to Northwood. I gave Mike 30 days to get the site cleaned up. I also found a 3 foot by 15 foot path of oil stained, water soaked soil running down hill from the 100 barrel production tank toward CR 436. There was not a dike around the tank, and the side of the tank was stained from being run over. The path of oil stained soil did not extend to the roadside ditch. They used a skid-loader to remove the oily soil and peat from the tree line, and they shoveled out around the wellhead. The crew also constructed a small dike around the wellhead. I told him that the tree line and wellhead still needed work and they still left old peat moss bags and a five gallon bucket around the pumping unit. On the day of my inspection I found that the oil stained soil around the production tank was still in place. It had been scratched at with shovels, but remained in place. I also noticed a small pool of discolored water collected in the soil next to the tank. I conducted a field test for chlorides with a high range Quantab test strip. The titrator maxed out at 9.0 units, which indicated that the chloride content of the water was greater that 6907 ppm(mg/L) or 1.139% NaCl. Nothing has been done around the pumping unit or in the tree line. I called Bill Arnholt with Northwood Energy and left a voice message. Bill returned my call and we set up a meeting at the site on Monday morning. |

I found that nothing more had been done. There was still oily peat caked around the base of the pumping unit and the soil packed around the wellhead was still oil stained. Corp Oilfield Service had pushed soil around the wellhead as a partial dike, but the soil was littered with oily rags and old work gloves. There were also several spots on the dike where oil stains were coming up through the soil. Corp pushed some of the oily soil up against the trees around the perimeter of the area that they attempted to clean in the tree line. There were several spots where oil staining was coming up through the soil. I dug down into the soil and hit pockets of crude oil that were buried. The hillside below the dike was scratched up with some shovel marks, but it was still oil stained. I called Mike Corp again and he said that he would be back out to look at the site. |

The crew excavated all of the remaining oily soil from the tree line and from the wellhead dike. They removed all of the old oily rags, gloves and pieces of gas line. They also removed all of the old oily peat from around the pumping unit. I told Bill and Mike that I was satisfied with the work, but I still wanted them to treat the area with a mixture of lime and fertilizer or BioSorb before seeding and covering with straw. We also looked at the 100 barrel tank site. Bill and Mike agreed to eliminate the tank site along the road and put a new tank in back by the well. They plan to excavate all of the oil and brine affected soil at the tank site once they get the old tank removed. I called Jessica Williams and she met me at the site after the crew had left. We walked around the site and she said that she was also satisfied with the current state of the clean-up. I explained to her that I would have them treat the area to neutralize any residual hydrocarbons and then they would establish a vegetative cover to prevent erosion. |
