He washed two tons of clay in the well. The plugging clay was purchased at Valley Clay. The quality was better with regards to the grind and small rocks. Jake Glascock, ODNR hydrogeologist met me at the site to collect a sample of the clay for testing. When Matheny pulled the 8.625 casing the well started flowing water. There was still oil in the hole that was being pushed out by the water flow. Some oil got on the ground. Matheny moved the truck and trailer as quickly as possible and lined the trailer pit to contain the remaining oil. He then used a portable water pump to pump the oil out of the well into the pit. He was able to pump the oil down to the water. A ditch was dug to the pit in the case that the well flowed more water or oil overnight. |

The grass growth was minimal. I found no oilfield related materials or debris. The tank battery is still on use for permits 3830 and 5356. The well was located in an agricultural field. The field has not been plowed or planted. Barry Dugan claims that there is no need to seed the site due to the nature of the land use. I gave him a copy of the landowner waiver to get the establish vegetative cover waived in the case that the field is not planted this year. The topography is flat and there were no sign of an erosion problem. |

Matheny had a water truck come in to empty the fluid from the pit. They removed the liner and the water truck pulled up 90% of the oil that had collected under the liner. Matheny washed another 12 tons of clay down the well to fill it to surface. He treated the remaining oil on the ground with BioSorb, an organic oil absorbent bioremediation agent and mixed it in with the soil. The clay was still sitting firm at the surface after two hours. Matheny cut the casing off 36 below grade and capped it with a steel plate inscribed with the permit number. I noticed that he was starting to orange-peel the casing. I stopped him and explained that the practice is no longer permitted. |

Then he washed 4 tons of clay down. He pulled another 18 joints and washed another 4 tons of clay down for a total of 10 tons on the bottom. The plugging clay was very coarsely ground and there were small rocks mixed in. Matheny claimed that he tried to buy the higher quality clay, but Valley Clay refused to sell it to him. I contacted Jake Glascock about our clay testing program and to request that he test a sample of the product that Valley Clay is selling for plugging oil and gas wells. |
