0703885584 2018-04-05 Non Well No Violations *This well is being referenced in order to generate a report on a leak at the master meter for the local system. There was not a leak at this actual well or tank.* I received a phone call from Jim Buxton to report oil on the ground at KMFADs master meter located on his property. Jim said that the valve on the drip had been left open and it had been spraying oil and gas. He said that he closed the valve and put a temporary fence around the area to keep the cows out. Jim claimed that he contacted Aspire and they told him that it was not their equipment. He said that he could not get anyone from KMFAD to answer the phone so he called me. I contacted Rick Pace, who pumps the wells in that area to report the issue and meet out at the site. Carrie Moore then contacted me and said that she was on her way out. I met Carrie at the site and found that there was approximately 1 to 1.5 barrels of oil that had collected in tire ruts and cattle tracks around the meter. The oil was thick and cold, and it was staying within the temporary fencing. Carrie claimed that the valve was likely kicked open by a cow. There were no waterways affected. I advised Carrie to bring a pump out to pump the oil out of the tire ruts into the poly tank that she uses to blow the drip down. Then spread peat on the oil in the hoof prints to suspend the oil and prevent any migration. Then bring in a track-hoe to scrape up the affected soil and remove it from the site. She claimed that she was taking the soil to her property to burn it.

The tank battery consisted of one 100 barrel tank and one separator. Identification was posted and I found no leaks or spills. This well shares a tank battery with permit 3481.

1593400158 2018-04-06 Non Well No Violations On the day of my inspection I found that none of my instructions had been followed on the clean-up. The oil was still in the ruts and there had been no peat moss spread on any of the affected area. The ground was actually charred, as if someone tried to burn the oil. Carrie Moore met me at the site and she claimed that she had no knowledge of what took place yesterday. She said that she had sent he two pumpers, Rick Pace and Jim Dunfee, to carry out my instructions, and at no time did she authorize burning the oil in place. Carrie did have a brick of peat moss and I went back with her to witness it being spread across all of the oil. Carrie said that she had an excavator lined up for this weekend and she would keep me updated.
