0493206889 2017-11-08 Final Restoration No Violations On the day of my inspection I found that the well site had been rough graded and the well was buried. There were no oilfield related materials or debris left at the site. All of the plugging equipment and materials had been removed. The access road was graded, but the site and road were still wet and muddy. I called Mike Wheeler to ask about the site. He said that he cut the casing off and capped the well with the required steel plate before rough grading the site and moving everything out. The production tanks and the first part of the access road are still in use for permit 2792.
1173463814 2017-10-16 Plug / Plug Back No Violations On the day of my inspection I found that Mike Wheeler was rigged up to plug the well. The rods were pulled and Mike was working on getting the tubing out. He had a steam truck lined up to steam the tubing so they could use it to plug with. Mike said that he thought the water was in on the production casing because his tubing string was wet when they were pulling. We dropped a rock down the 4.5 inch diameter casing once to estimate the fluid level. The rock took 44 seconds to hit fluid, indicating that the casing did not have water in on it. We discussed different methods of plugging, from bullheading the bottom plug and plugging out with the 4.5 inch casing, or setting the bottom plug through tubing and pulling the 4.5 inch. Mike said that he would talk to Mason Producing to ask what they wanted to do.
1409977782 2018-08-13 Final Restoration No Violations On the day of my inspection I found that the remaining clay pile had been removed. The road is still in use for permit 2792, and to access the sales line drip twice a year. The production tanks are still in use for permit 2792. This site passes final restoration.
1508431248 2017-10-19 Plug / Plug Back No Violations On the day of my inspection Mike Wheeler pulled the last few joints of tubing that were still in the well from the bottom plug cement job two days prior. The tubing was wet on the outside. Mike dropped a rock down the 4.5 inch casing and we estimated the fluid top at 150 feet. The height of the fluid indicated that there was a hole in the 4.5 inch casing near the top that was taking water from the surface hole, which also indicated that there was likely a hole in the surface casing as well. Mike went in with his ripping tool to get a telegraph and found one at 2480 feet. He parted the 4.5 inch casing at that depth but did not pull it out. He said that he wanted to hook onto the surface casing and give it a slight pull to determine whether it was rotted off or solid. The 8.625 inch casing came up immediately with no resistance at all. Mike proposed pulling what surface casing he could. Then he would pull the 4.5 inch casing up 150 to 200 feet to see if he could find the suspected hole in the top. He then said that he would have Cemenco run a flag to determine whether there are more holes in the casing at a deeper depth.
1508861299 2017-10-24 Plug / Plug Back No Violations Mike Wheeler contacted me to report that the surface casing was rotted off at 110 feet. They pulled the parted casing from the hole and then they pulled the 4.5 inch casing up and found a hole at 110 feet. Mike pulled another 200 feet of casing and found no more holes. He had the 4.5 inch casing set at a depth of 2155 feet. Cemenco pumped a 200 foot cement isolation plug above the top of the big Lime. Mike Wheeler pulled the casing up to 1065 feet and Cemenco pumped a 200 foot cement plug across the Berea. Wheeler pulled the casing up to 606 feet and Cemenco pumped a 200 foot cement plug at the bottom of the surface casing. Wheeler said that he was getting a load of clay to finish the top of the hole.
1509041790 2017-10-26 Plug / Plug Back No Violations On the day of my inspection I found that Mike Wheeler had a load of clay delivered from Cedar Heights. He left approximately 200 feet of the 4.5 inch casing in the well after the cement plugs two days ago. Mike washed 4.5 tons of clay down the 4.5 inch casing inside of the surface hole and deteriorated surface casing. Mike then pulled the remaining 4.5 inch casing from the well. He said that he was letting it set for at least one day before putting any more clay down.
1509376280 2017-10-30 Plug / Plug Back No Violations On the day of my inspection I found that the well was covered with a clay pile. I questioned Mike Wheeler while at the plug site for permit 3591. He claimed that once he got his rig moved on Friday he wanted to get as much done as possible before it started raining, so he finished filling the surface hole with clay. Mike claimed that he washed another 5.5 to 6 tons in and then left the well open. The pit was roughly closed and all of the equipment had been moved to the next plug site. The clay pile that was staged by the tanks was close to half gone.
1533662990 2018-08-07 Final Restoration No Violations On the day of my inspection I found that the unused portion of the clay pile was still present at the lease road entrance. The upper portion of the road and the production tanks are still in use for permit 2792. The lease road was 75 to 80 percent covered in vegetation from the producing well back to the plugged well site. The portion of the road that runs downhill to the well site was still covered in gravel. There were no signs of erosion or wash-outs. The well site was graded out and covered with well established vegetation. There were no signs of erosion or bare spots. There were no oilfield related materials or debris left behind and there were no signs that the plugged well was leaking. I called Charlotte Mason to report what I had found. I asked her to have the remaining clay pile removed. Aaron Austin called me back and said that they still use the access road twice a year to blow down the drip on their 3 inch diameter sales line. Aaron also said that he would be out tomorrow to remove the remaining clay.
1669642896 2018-04-25 Final Restoration No Violations I received a phone call from Atlee Kaufman asking about the status of the final restorations on the well sites for permits 3243 and 3591. I explained to Mr. Kaufman that the final restoration for this well was not due until 4/24/18, but I would contact Mason Producing to see what their plans were for getting it completed. I also mentioned to Mr. Kaufman that the well site is located over a half mile back in the forest, down in a bottom. The site was very muddy and difficult to access when the well was plugged, and our winter weather had proven to be very wet this year. I called Aaron Austin with Mason Producing on 4/23/18 to ask about the restoration, and he said that he had contractors moving in that day to get started. He asked for some flexibility on the due date because of the weather. Aaron said that he had contracted B&J Drilling to do the work and they would be starting with permit 3243. Aaron also mentioned that the landowners wanted to leave the access roads in place. I told him that he will need to get the form 5 landowner waivers filled out and submitted for both wells. On the day of my inspection I found that there was a bulldozer and equipment staged where the access road splits off to permit 3243. No one was working on the site at the time of my inspection, but there was some work done on the final grade of the well site. Aaron said that they will finish as soon as possible and he would contact me when they were done.
2038262395 2017-10-17 Plug / Plug Back No Violations On the day of my inspection I found that Mike Wheeler had the tubing steamed and ready for use. He was working on his power tongs and said that they probably wouldnt cement the bottom plug until Thursday at the earliest. Mike said that he still thinks there is a hole in the casing because they noticed the sound of water running in the hole yesterday once all of the equipment was shut off. The records show that the surface casing was set with a cement basket at 120 feet and 10 sacks of clay. The annulus was left open from 120 feet to 506 feet, with reported fresh water at 150 feet. Mike said that he believes the integrity of the surface casing is compromised and the fresh water has been running down the well for years. He believes that there may be problems with cave-in down hole and the integrity of the 4.5 inch casing. Mike and Mason Producing decided to set the bottom plug through tubing and then search for a telegraph to determine how much free pipe there is. Mike said that Mason Producing is looking at shooting the casing rather that ripping in case there are holes and deterioration. He called me back later in the day and said that they got their tongs fixed and had the tubing ran back in the well, so they were setting the bottom plug today. Mike had the tubing ran to a depth of 3530 feet. Cemenco pumped fresh water ahead to catch up with the fluid in the hole and pumped 30 sacks of class A cement with 20 lbs. of cotton seed hulls. Cemenco displaced the cement with 12 barrels of fresh water, and Wheeler started pulling the tubing back out of the well.
