I questioned her about the bare area, pointing out the physical signs that may indicate a brine release. She denied that the bare area was a result of a brine release and alleged that it was from flow line repairs. I waited until they left to conduct a field test for chlorides, but I was out of Quantabs. I will return as soon as possible to further investigate the area. |

We agreed to that she will work to remediate the soil through the fall and early spring, and we will make an assessment when crops are planted again in May, 2018. |

I found that there was a smaller darkened bare spot in the front of the tank near the load valve. The valve was equipped with a bull-plug, but there was not a lock on the handle. The tank was in good repair and it was empty. There were no indications that it had been leaking or run over. The darker coloration in the soil continued around the tank, following the natural grade to the downhill slope, where it opened up to a triangular shaped bare area that was heavily tracked by deer. The area was approximately 50 feet in length on all sides. I collected three tablespoon size (1/2 oz.) soil samples from the top 2 inches of the surface. I mixed the soil with approximately 2 tablespoons of dh2o and tested the soil/water mixture with a low range Quantab. The chloride indicator strip maxed out at 10 units (644 parts per million) after titration. I then tested the same sample with a high range Quantab, which indicated 4.8 units (1037 parts per million). I called Carrie Moore to notify her that I was issuing a compliance notice. She claimed that she had no knowledge of a brine release at this site. All of the brine impacted soil must be removed from the site and disposed of. The affected area should be treated with lime and fertilizer. Vegetative growth must be established on the affected area to prevent erosion. It is also recommended that an earthen dike be constructed around the production equipment. |

There were planting rows cut into the soil where the farmer has been out to work the field. The entire field and the immediate area around the pumping unit and production equipment was growing in waist high rye and orchard grasses, except the scald area, which was still completely bare. There was also a shallow erosion channel starting to form in the downhill direction. In addition to the brine scald behind the tank, I found a new area of concern directly in front of the wellhead where the vegetation had all died. There were oil and paraffin stains in the dead grasses, and the bare muddy spots were heavily tracked by deer. There was no standing fluid to get a Quantab reading. There was also oil on the gravel around the wellhead. I called Carrie to ask what she was doing and I got no answer. I sent Carrie a text message about this well and she did not respond. |
