0951645519 2018-03-23 Production Wells No Violations James Miller with A. Miller Oil Company called to tell me that he had the well equipped for production. I found that the pumping unit was equipped with a Honda gasoline engine, new drive belts and a new gear box. The tubing was plumbed to the flow line with a new valve and new fittings. The pumping unit was not in operation at the time of my inspection. I told James that I needed to see that the unit was operational. James agreed to meet me at the well on 3/28/18 so he can demonstrate that it is capable of production.

1522327889 2018-03-28 Production Wells No Violations On the day of my inspection James Miller met me at the well to demonstrate that he has made it capable of production. James started the pumping unit and pumped the well. The gauge on the tubing nipple showed a pressure increase with each upstroke of the unit. James also opened the other tubing valve and allowed a mixture of crude oil and water to blow into a plastic container. The unit had been made capable of production. James also had a new identification sign posted on the electric box. He said that they plan to run an electric motor, but they will use the Honda to produce the well until they get the electric reconnected. I called the landowner Brain Darr to report the condition of the well. He said that he met the Millers out there a few days ago and he was happy that they were putting the well back into production. The compliance notice is resolved.
2141195417 2018-01-26 Production Wells Violations Noted On the day of my inspection I found that the well was equipped with a pumping unit. There was not an electric motor or combustion engine on the unit. There was not a gearbox on the unit. The tubing valve was open, but the flow line was disconnected. There was an identification sign posted on the pumping unit, but it was for the Zinkon #2, permit 2226. There were no leaks around the wellhead and there was no gas venting from the open valve. The production equipment is shared with permit 2226. It consisted of one 100 barrel steel tank and one 30 barrel poly tank in an earthen dike. There were no leaks or spills around the tanks. There was no identification posted at the tanks. I called the landowner Brian Darr to ask about the history of the well and he claimed that it had been sitting idle for years. This well was transferred to A Miller Oil in 1992, and the only annual production reports ever filed are for 2014 and 2016, which show the production made by permit 2226. The well is not being produced commercially and it is not providing domestic gas. The well owner/operator shall submit a written plugging schedule to Chris Grimm at 5880 Memory Rd, Zanesville, OH 43701 within 30 days, per ORC 1509:13(B)(7), and plug the well within 180 days. The well owner/operator will be notified if the plugging schedule is approved or denied.
