1541794414 | 2018-11-09 | Exempt Well Pre Transfer | No Violations | I was contacted by Mr. Redella to inform me that he was ready to have the Reese wells inspected to be classified as exempt domestic. I met Mr. Redella at his home to conduct the inspections. I found that the well was equipped with a natural gas powered pumping unit. The engine, drive belts and fuel line were intact. Mr. Redella had his gas lines configured at the wellhead to get gas from the casing. He did show me that there was a slight gas leak from the packing ring where the tubing seats in the wellhead. He said that he has been working with Jerry Biggs and Ken Miller to repair the leak. There were no other leaks or spills around the wellhead, and correct, legible identification was posted on the pumping unit. The production equipment is shared with permit 5155. It consisted of one 100 barrel steel tank in an earthen dike and one 100 barrel steel tank outside of the dike. Correct, legible identification was posted on the tank, and I found no leaks or spills around equipment. I did recommend that Mr. Redella put a containment dike around the tank that was outside of the main dike. This well meets the following criteria under ORC 1509.01(X)(1) Ron Redella is the owner of the surface estate of the tract on which the well is located; (2) The well is used primarily to provide gas for the owners domestic use; (3) The well is located more than two hundred feet horizontal distance from any inhabited private dwelling house other than an inhabited private dwelling house located on the tract on which the well is located; (4) The well is located more than two hundred feet horizontal distance from any public building that may be used as a place of resort, assembly, education, entertainment, lodging, trade, manufacture, repair, storage, traffic, or occupancy by the public. |
