0223968398 2017-06-30 Drill / Deepen / Reopen No Violations The purpose of my inspection was to document the status of pad construction activities. Erosion and sedimentation controls remained in place and were functioning. The construction company was hauling in crushed gravel to complete the road and pad. No violations were observed during this inspection.
0270202422 2017-08-03 Drill / Deepen / Reopen No Violations The purpose of my inspection was to witness the plug back of the initial bore hole on well #2-1893. Per company representative Bill Mitchell, the geological prognosis miscalculated formation tops and the drilling assembly landed short. 5 drill casing was placed in the hole open ended to 8428 RKB. After pressure testing lines, Universal Well Services pumped a balanced plug consisting of 18 bbls of mud flush followed by 35 bbls of 15.0 ppg Class A 2% gel and 7 bbls of mud flush spacer. I witnessed the scaled weight of cement at 15.0 ppg. The spacer and cement was displaced with 132 bbls of oil based mud. After waiting on cement, a kick plug will be set above the isolation plug to assist in returning drilling activities to plan.
0318466565 2017-10-03 Production Wells No Violations The purpose of my inspection was to document the status of stimulation activities on well #2-1893. The lease road remained in good repair with little to no dust. Production system crews were on location constructing production equipment. Four (4) 500 bbl frac tanks were on location and spotted on containment. I met with Hilcorp Energy consultant Virgil Gilet on location. Mr. Gilet communicated that the coil tubing unit was delayed due to road permits which would delay pressure testing the production casing. I did not observe any spills or leaks from any activities on location. Erosion and sedimentation controls remained in place and functioning. I will schedule to be on location to witness the casing test.
0839198058 2017-07-19 Surface Facility Construction No Violations The purpose of my inspection was to respond to complaint #5658 received 7.18.2017. Mahoning County Inspector John Fleming was present during the inspection. Resident Mark Pease called ODNR-DOGRM on 7.18.2017 to complain about dust from the access road due to drilling equipment traffic. After receiving the complaint, I called and spoke with Hilcorp Energy wellsite construction supervisor Kenneth Shimek. Mr. Shimek acknowledged the dust and stated that Hilcorp planned to mitigate the dust by applying biodegradable soybean oil to the access road. At the time of my inspection on the afternoon of 7.19.2017, the soybean oil had been applied to the road and dust was non-existent. Ins. Fleming and I arrived on the well pad location to witness H&P Rig #225 being prepared for drilling. While on location we met with Company Representative Bill Mitchell and conducted a pre-spud meeting. I will continue to monitor the condition of the road during drilling and completion activities. I will also follow-up with the complainant to confirm resolution of the complaint.
0855953313 2017-07-21 Drill / Deepen / Reopen No Violations The purpose of my inspection was to conduct a pre-surface cement inspection for well #2-1893. Eighteen (18) joints of new 13.375 54.5# J-55 casing were on the casing racks. No debris was observed inside the casing. Correct float equipment was delivered in front of the company representatives office. Planned total depth was 635 RKB. Kelly Bushing height was 26.5 feet. I confirmed with company representative Bill Mitchell that sufficient water was on location. I tested the water for pH and chlorides and determined pH to be 7 and chlorides under 50 ppm. Mr. Mitchell provided me with the proposed cement job summary from O-Tex. My calculations matched O-Tex and I confirmed a sufficient volume of water was available for cementing. I also walked the location and did not find any spills or issues. At the time of arrival, drilling operations were suspended due to a power failure on the rig. During my inspection power was restored and drilling operations resumed. No violations were oberved during this inspection.
1034267953 2017-07-24 Drill / Deepen / Reopen No Violations The purpose of my inspection was to conduct a 9.625 intermediate casing pre-cement inspection. At the time of my inspection, drilling operations were idled due to a rig power failure. The crew continued to circulate the well bore with fresh water based mud while repairs occurred. Per company representative Bill Mitchell, total measured depth would be 1698 RKB. Casing would be set at 1686 RKB. A total of 39 joints of 36# J-55 9.625 casing was on location. Sufficient freshwater was on location for drilling and cementing operations. The pH value of the water was 7. While conducting my inspection I did not observe any evidence of spills on or off of containment. I coordinated with Mr. Mitchell to be notified in time to attend intermediate cement job.
1244180844 2017-07-13 Drill / Deepen / Reopen No Violations The purpose of my inspection was to document the status of well #2-1893. The weather was raining at the time of inspection. Valid drilling permits were posted at the entrance sign. The lease road and pad remained in good repair. Erosion and sedimentation controls remained in place and were functioning. HAD # 618 had completed setting conductor and was off of location. Steel plating was covering the conductor. No violations were observed during this inspection.
1367734254 2017-12-06 Completion Testing No Violations The purpose for my inspection was to document the status of well completion testing on well #2-1893. The access road remained in good repair. Erosion and sedimentation controls remained in place and were functioning. At the time of my inspection Greenes Completion Testing was on location monitoring flow back. Flow back fluid was being sent to four (4) 500 bbl frac tanks located on containment. I did not observe any evidence of spills or leaks on or off of containment. Production gas was being routed through dedicated production equipment located on the pad. While on location I met with consultant Virgil Gilea. Mr. Gilea reported that fluid recovery was approximately 40-50 barrels per hour.
1378339774 2017-09-27 Production Wells No Violations The purpose of my inspection was to conduct a status check on well #2-1893. The lease road remained in good repair with limited dust. Preliminary restoration work was occurring at the pad. Well production system construction crews were on location. The well cellar was covered with steel grate and plywood. No annular casing gauges were present. I speak with Hilcorp construction manager Ken Shimek to request installation or documentation of surface and intermediate annular pressures prior to commencement of stimulation. No violations were observed during this inspection.
1522083901 2018-03-22 Production Wells No Violations The purpose of my inspection was to document the annular pressure readings on well #2-1893. At the time of my inspection the intermediate and production annular gauges were plumbed aboved grade and identified. The 9.625 annular pressure gauge indicated 130 psi. The 5.5 annular pressure gauge indicated 530 psi. The well was flowing at the time of inspection. The 5.5 production casing indicated 1797 psi. The production tubing gauge indicated 860 psi. No leaks were observed at the time of inspection. While on location I called and spoke with Hilcorp lease operator Jerry Myers concerning the pressure. Mr. Myers agreed to meet on location to relieve the pressure and document the recovery. I will schedule to be present to witness the test.
1549026896 2017-08-14 Drill / Deepen / Reopen No Violations The purpose of my inspection was to witness the cementing of 5.5 production casing in well #2-1893. Mahoning County Inspector John Fleming was present. H&P #225 drilled to a total measured depth of 15,828 RKB. New 5.5 20 lb./ft. P-110 casing was ran to a total depth of 15,822 RKB. The shoe track consisted of a self-reaming float shoe, two joints of casing and a float collar. Two hundred and five (205) rigid steel centralizers were installed on the production casing. O-Tex was the cement contractor. I tested the mix water prior to the cement job and determined pH to be approximately 7.0 and no measurable chlorides. Due to technical difficulty, no pressure data was recorded during the job. O-Tex pumped 70 bbls of 13 lb/gal Barite spacer and 167 bbls of 13 lb/gal pozzolan scaveneger prior to cement. After pumping spacer, 131.7 bbls of 13.5 ppg 50/50 Class H Poz lead cement was pumped ahead of 426 bbls of 14.5 ppg 50/50 Class H Poz tail cement. I witnessed the O-Tex engineer scale the lead and tail cement with a pressurized scale. The lead and tail cements scaled as designed. The spacer and cement was displaced with 349 bbl of KCL water. After landing the plug, the plug was bumped and pressured up to 2100 psi. Pressure was released and the floats held. The job was designed to only see scavenger at surface and not cement.
1607579659 2017-11-15 Production Wells No Violations The purpose of my inspection was to document the condition of the lease access road in response to complaint # 5658. Northeast District Supervisor Stephen Ochs was present during the inspection. Complainant Mark Pease lives adjacent to the lease road leading to the Elkrun-Scheel well pad and had contacted Kevin Fortune at OHEPA on 7/18/2017 to complain about dust from the lease road during rig up operations. Hilcorp Energy applied biodegradable soybean oil to the access road to mitigate dust on 7/19/2017. I followed up with Mr. Pease on 08/24/2017 concerning the condition of the lease road and if he had any further issues. Mr. Pease stated he was satisfied with the condition of the road and subsequent absence of dust and that the open complaint could be closed. I have not been contacted by Mr. Pease or Mr. Fortune regarding dust generated from well development since 8/24/2017. Complaint #5658 can be closed.
1776553451 2017-07-13 Production Wells No Violations The purpose of my inspection was to conduct a status check on well #2-1893. The drilling permit remained posted at the entrance sign. Conductor rig HAD #618 had completed setting conductor on well #2-1894 and had left location. Steel plate was in place over the conductor casing. The cellar had not been installed yet. Conditions at the time of inspection were rainy. E&S controls remained in place and were functioning. No violations were observed during this inspection.
1894212429 2018-03-26 Production Wells No Violations The purpose of my inspection was to document the annular cement integrity test on well #2-1893. Hilcorp Energy lease operator Jerry Myers was on location to conduct the test. Mr. Myers reported relieving the pressure on the 5.5 on 3/22/2018 until the pressure gauge indicated 0 psi. Mr. Myers then closed the valve until I arrived on location on 3/26/2018. At the time of my inspection the gauge indicated 0 psi. The 9.625 annular gauge indicated 35 psi. No leaks were observed. I will continue to conduct periodic inspections to document the annular pressures on well #2-1893.
