1497992916 2018-11-28 Production Wells No Violations The purpose of my inspection was to document the status of well #2-0770. on 11/27/2018 I received an E-mail forward from ODNR-DOGRM public information officer Adam Schroeder. The counsel for the current surface landowner of well #2-0770, Wayne Boyer, had contacted Mr. Schroeder to inquire what action could be taken to plug and abandon the well. At the time of my inspection I found the well behind the Bonnie Plants commercial greenhouse. No identification was present at the well head. The 8.625 x 4.5 well head was at surface. The 4.5 production casing was equipped with a gate valve in the closed position. The top of the gate valve contained a 4.5 x 2 swage. The 2 surface assembly contained a non-functioning pressure gauge, pressure regulator and drip bottle. A one inch plastic line was connected to the drip bottle. No leaks were observed. The tank battery consisted of one (1) earthen dike, one (1) 210 bbl production tank and one (1) concrete brine vault. The earthen dike was worn on the West side. The production tank remained in good repair. Valves remained closed and plugged. No identification was present. The vault remained in good repair above grade. The vault was holding fluid with freeboard. I spoke with Attorney Boyer on 12/04/2018 to communicate my findings and inquire about the registered owner Phillip Norcom. Following the call with Mr. Boyer, I called and spoke with Mr. Norcom and communicated the status of the well and that it either needed to be transferred to the current landowner or that he needed to secure insurance and bond as a non-exempt domestic well owner. Mr. Norcom reported that he would work with Attorney Boyer to transfer well #2-0770 to the current landowner to facilitate plug and abandonment. I also opened complaint # 6027 to document the complaint. I will follow-up with Mr. Boyer and Mr. Norcom to follow-up on the status of transfer.
