The transfer of ownership from Exco to Enervest was completed. I spoke with Enervest Northern Ohio Superintendent Doug Beighley concerning the status of the well. Mr. Beighley stated that Enervest intended to plug the well. Access and the well location remained stable. The well remained shut in. No leaks were observed. The tank battery consisted of one (1) vertical separator and two (2) 100 bbl production tanks. The tank battery was not operational. No leaks were observed. The earthen dike remained stable and free of fluid. The tanks contained expired identification. Valves were closed and plugged. I communicated the need to update the identification to Mr. Beighley. Mr. Beighley stated that he would have the signage updated within a week and requested an extension to plug the well. I will schedule a follow up inspection to confirm the identification was updated and will discuss an extension to plug the well. |

Mr. Valasek confirmed that well #2-0598 was assigned to Enervest under the wrong API number. I E-mailed Mr. Valasek the contact information of Brian Rushe of Exco to faciliate the change of ownership with ODNR-DOGRM. Mr. Valasek also stated that several other wells in Columbiana County were assigned to Enervest but had the API numbers incorrectly recorded in the transfer process. I will continue to follow up with Mr. Rushe and Mr. Valasek throughout the process. Following the ownership change, I will discuss the plans to operate or plug the well with Mr. Valasesk. |

I found the tank battery to be overgrown with brush, both inside and outside the dike. The production equipment within the dike includes two 100 bbl production tanks and one vertical separator. There is no brine tank. There is a North Coast Energy ID sign, but the well information is faded and illegible. I reviewed production information in RBDMS and found that no production reports have been submitted since 1985. RBDMS also indicates that North Coast acquired the well from Power Gas Marketing & Trans in 2008. Given the years that the well has been idle, per 1509:12B the well must be plugged within 180 days (10/15/2014). |

A review of RBDMS indicates the Owner has not reported production since 1985. Lease access is through a farm driveway that remains in good repair. The well head is located within an agricultural field and is stable. The 8.625 well head is below grade. The 4.5 production casing is equipped with a plunger lift assembly. All production valves are in the closed position. Identification is not posted at the well head. No audible or visual leaks were detected. An earthen dike present around the production equipment remains stable and sufficient for containment. Equipment within the dike consists of one (1) vertical separator and two (2) 100 bbl production tanks. The separator remained in good repair with no audible or visual leaks. No meter house was present. Well specific information is illegible on the South production tank identification sign. The tanks remained in good repair with no leaks. The load line valves on both tanks were manifolded together and in the closed position. The load out valve was closed and contained a plug. The hatch lids were closed. Per correspondence with Exco-Northcoast Energy Regulatory Manager Brian Rushe, the well was transferred to Enervest under the wrong API number. He is working with Enervest to correct the situation. Once the ownership situation is corrected, I will be discussing the wells status with Enervest. If Enervest does not plan to place the well into production, I will file a compliance notice to plug and abandon the well. |
