I explained that they could convert the well to a water well but that the rig will have to be removed from the location and the drill pit will have to be closed. She was told the water well will have to be in use as such to release it. She said that Andy Columbus Drilling is interested in buying the rig. I explained that she would need to complete the work by the date on the compliance notice, which she received.
0816481286 2014-05-07 Drill / Deepen / Reopen Violations Noted Requested by Vickie McKinney of the ODNR Columbus office to check the well. There is an old cable tool rig at the well. A cuttings pit and a fluid tank are at the location. The rig is in deteriorated condition and is not currently capable of operation. The well has not been completed and is not in use as a domestic well. Drilling hasnt penetrated any producing formations. The well needs to be plugged. Complete plugging by 11/7/14 and complete final restoration of the site by 12/31/14.

It is not capable of operation and is falling apart. The landowner has not removed the rig, closed the pits or removed fluid tanks. The landowner was the driller of the well. The plug notice is due to be completed by November 7, 2014.
1288704184 2010-11-02 Drill / Deepen / Reopen No Violations Requested by Rochelle Mickens to check status of this well. I met with Richard Schweder. Well was permitted for the Clinton sandstone on 8-18-1994. Well was spudded on 8-18-1994. 71 of 12 1/2 drive pipe was put in. 300 of 10 3/4 casing was set thru fresh water strata. Casing was partially mudded on out side of 10 3/4 casing. Well was not completed past 300. Permit expired. Cable tool drilling rig is still on location. Harley drilling purchased lease and wells from Richard Schweder and is planning to drill this well deeper. It will have to be transferred and new permit issued before drilling commences. Sun, 30 degrees.
1383925086 2013-11-04 Drill / Deepen / Reopen No Violations Requested by Columbus office to verify the status of this well. There is a rig at the location. The rig is an old cable tool and is not currently operational. The well is not completed. Per historic inspection reports, surface casing was set, tools were lost down hole and drilling stopped. Harley was to take over the well and complete it, however that has not been done to date.
1415801724 2014-11-07 Drill / Deepen / Reopen No Violations The Schweders, who are also the surface owners of the property, have not completed any work on the well since last inspection. They previously stated they wanted to keep the well as a water well. Only surface casing was placed in the well and it was never drilled below the surface casing. They have not filed to convert the well and they have not removed the old rig, closed pits, removed the dog house which is partially collapsed or removed water tanks from the location. Mrs. Schweder stated that they are now planning to plug the well. The rig was sold to Dennis Wiese. He was supposed to remove it and equipment, however the rig was not running and Mr. Wiese is now trying to find a replacement engine for it. I told Mrs. Schweder that the NOV was due to be in compliance by 11/7/14 and that she needed to take care of the well. I also informed her that she would likely receive a Chiefs Order to plug the well.
1418675239 2014-12-15 Administrative Inspection No Violations Mr. Schweder, who is also the landowner, submitted a request to convert the well to a water well. He states that the well was never drilled deeper than the bottom of the surface casing. Inspection reports on file in the Divisions historical records support this assertion. Mr. Schweder has hired Dennis Weese, another local operator to remove the old drilling rig and equipment, which are still at the well and to restore the land surface. The drill pit needs to be closed up. Work has not been done on the well since the mid 90s when drilling ceased. Mr. Schweder thought Harley Drilling, who has a lease and other wells on the Schweder Farm, wanted the well to complete it, however Harley is not interested. Mr. Schweder would like to keep the well as a water supply well for farming operations on the property; it was not drilled below the fresh water zone. I recommend approval of his request.
