I was joined by SE Regional Supervisor Brent Bear and NE Regional Emergency Operations Manager Terry Whitehair. On the day of our inspection we found that the well was being produced with a natural gas powered pumping unit. Mark Fluharty, pumper for Northwood, was on location to start the pumping unit. There was no identification posted at the wellhead. There was bare soil and erosion ruts leading downhill from the wellhead to an approximate 20 x 20 bare area that was heavily tracked by deer. There was a larger disturbed area approximately 50 feet from the wellhead that was bare of vegetation and very wet. We found patches of a thick grey substance that resembled plugging clay and we found exposed pieces of pit liner. The tank battery consisted of two 100 barrel steel tanks and one horizontal separator. An earthen containment dike was in place around the production equipment. The tank battery is shared with permit 5797. Identification was posted at the tanks. There was an area of oil/brine impacted soil mixed with sawdust under the load valves on one of the 100 barrel tanks. There was also a pile of oily sludge lying on the outside of the dike wall. The issues needing addressed at this well to bring it into compliance include: posting identification at the wellhead, removing and properly disposing of the impacted soil inside of the dike, removing and disposing of the oily sludge pile outside the dike, bio-remediate the impacted soils at the wellhead and establish vegetative cover. |
