2598426 Primary Facility 2017-05-15 Routine/Complete Inspection No Violations Noted Cabot submitted an alternative waste management practice (OG-71) Form A application in the Department's Greenport (esubmissions) system on 1/26/17. The Department accepted the application on 1/26/17. The wet sediment/sludge dewatering and solidification process narrative states the following in the application. "During the storage of production/flowback fluid wet sediment/sludge accumulates in tanks at various Cabot Oil and Gas Corporation (Cabot) well sites. Prior to demobilizing the storage tanks and/or during routine maintenance activities associated with the storage tanks liquids are removed from the tanks and settled wet sediment/sludge remains in the tanks. This wet sediment/sludge waste meets the definition of a liquid waste as defined in 25 Pa Code § 287.1 and therefore must be dewatered and/or solidified prior to final deposition at a permitted off-site solid waste disposal facility. B application for the J Foltz Pad 2 on 7/7/17. The request to use previously approved alternative waste management practices is for residual waste processing. The previous authorization number is 1167234 which is in reference to an OG-71 Form A application for the Arnone Pad approved by the Department on 1/27/17. Residual waste processing consists of processing of wet sediment/sludge which accumulates in frac tanks at various Cabot Well Sites via the use of mobile pug mill processing unit staged on the tank pad section of the site. The pug mill unit has been operating at the site since February of 2017. See photos and the Department's 5-15-17 inspection report for additional details which provide a description of the operation of the pug mill unit. Since all completions operations have terminated on the Arnone Well Pad, Cabot considers the Arnone Tank Pad to be the J Foltz Pad 2 tank pad. From the date the Arnone OG-71 Form A appli
