The filter fabric fence backed with hay bales should be a sufficient BMP to protect Tubmill creek (TSF). The site has a very low slope. April Weiland was present for training purposes.
1849964 Primary Facility 2009-12-01 Routine/Complete Inspection No Violations Noted Performed a site inspection as the result of an inquiry from a concerned citizen. Drilling has been completed and the pit has been backfilled. BMP's are present and working properly. There is no evidence of accelerated erosion or sedimentation on the access road or well site. There has been no impact to the adjacent stream.
1851073 Primary Facility 2009-12-16 Complaint Inspection No Violations Noted The Department conducted and investigation in response to a concern about excessive flooding resulting in property damage to the residence next door. The Department met with XTO, PA conservancy, and Mr. Carl Whipkey. Mr. Whipkey believes that the construction of this site will cause excessive run off on to his property. All E&S controls and BMPs are in place and functioning properly. I concluded that there is no evidential proof that this well site will cause any excessive runoff on the complainant¿s property. All of these allegations are based on speculation.

However, no water left the site. Ben Kissel (XTO) was informed of the incident. The below grade line installation was complete, future installation will be above grade.
