2731532 Primary Facility 2018-05-16 Preoperation Inspection No Violations Noted On Wednesday, May 16, 2018, I conducted a pre-operation inspection at the Zimmer Ronald 10007 Well Site located in Amwell Township, Washington County. Mr. Nicholas Reda from Range Resources -Appalachia (Range) was also present during the inspection.

All site construction has been completed.

The Act 9 sign was in place and clearly legible at the site entrance.

All required documentation was available on-site.

The access road and the well pad were in good condition.

All E&S controls have been installed and are functional. All PCSM controls have been installed with the exception of Retentive Grading Berm No. 4 which was not installed due to the time of the year and the adjacent sub-grade materials. The berm will be constructed after the site has been stabilized and vegetated. The site construction sequence was red-lined to reflect Range's intention and the Department's acceptance of the construction of the berm following site stabilization. The site currently has been stabilized with a combination of

2732128 Primary Facility 2018-05-21 Drilling/Alteration No Violations Noted Lightening Energy auger rig drilled 30" well bore and set 26" conductor casing at 40 ft. on 5/17/18.
2732149 Primary Facility 2018-05-21 Drilling/Alteration No Violations Noted Lightning Energy auger rig drilled 30" well bore and set 26" conductor casing at 40 ft. on 5/18/18.
2746318 Primary Facility 2018-06-27 Drilling/Alteration No Violations Noted Falcon Drilling Rig #27 moved onto this well on 6/16/18 and resumed drilling at 51 ft. KB. The 20" casing was set at 470 ft. on 6/17/18 and cemented to surface with 36 bbls returned. The 13 3/8" casing was set at 817 ft. on 6/19/18 and grouted to surface above a basket. Coal was found from 767 ft. to 775 ft. Baskets were set at 689 ft. and 731 ft. The 9 5/8" casing was set at 2902 ft. on 9/21/18 and cemented to surface with 24 bbls returned. TD was at 6545 ft. on 6/24/18.
2767160 Primary Facility 2018-08-24 Drilling/Alteration No Violations Noted Pioneer Energy Services Rig 78 moved onto this well on 8/10/18 and resumed drilling at 6534 ft. KB. KOP was at 6534 ft. EOB was at 8344 ft. MD (7702 ft. TVD). TD was at 12,800 ft. MD (7572 ft. TVD) on 8/14/18. The 5 1/2" casing was set at 12,758 ft. Estimated TOC at 5534 ft.
2816163 Primary Facility 2018-11-29 Routine/Complete Inspection No Violations Noted The site stable and access road maintained. Required documents were available on site. The PCSM controls were installed. Range Resources has just finished drilling the wells and is preparing hydraulically fracture them now. No violations noted.
2830446 Primary Facility 2019-01-18 Routine/Complete Inspection No Violations Noted On 1/18/2019 at approximately 10:50, I conducted an incident response inspection of the Zimmer Ronald well site located in Amwell Township, Washington County. I met with Nick Reda (Range Resources) to discuss the details of the incident and associated remediation.

On 1/17/2019 at 11:15, a water truck was off-loading into a reuse water storage tank when fluid was observed releasing from the top of the tank. An estimated 5 barrels of reuse water had overflowed into intact containment and approximately 10 gallons splashed outside of containment onto the graveled well pad. Specialized Professional Services Inc. (SPSI) responded to location and remediated the impacted area placing the material into one roll-off box.

During the 1/18/2019 inspection of the project area, the following was observed:

  • Act 9 sign located at the site entrance was in good condition.
  • Impacted gravel was removed adjacent to water storage tanks.
  • Well site secondary containment appeared in good condition.
  • Well stimulation ongo
