2568327 Primary Facility 2017-01-19 Routine/Complete Inspection No Violations Noted Today I conducted an inspection at the Rowland well pad and the following was observed.

Proper signs were displayed identifying the site. Access road to the site was maintained. Site was stable with a thick vegetative growth no erosion observed. The well heads were painted and maintained in good condition. No leaks or fluids around well head observed. The production tanks were in good condition no rust, leaks or defects observed. Secondary containment for the site was intact and maintained.

2679726 Primary Facility 2018-01-09 Incident- Response to Accident or Event In Compliance with Policy On 1/9/18 an INCDT inspection of the Rowland Well Pad was conducted in response to a spill reported by the operator on 1/5/18 accompanied by Range Resources representative Nicholas Reda. The following was observed:

>>The operator reported that a valve on a GPU failed due to freezing resulting in a spill estimated at 8 gallons of water. Initial cleanup of all unfrozen materials was completed on 1/5/18. Final cleanup was delayed by subzero temperatures over the weekend.

>>Final cleanup including moving the GPU was in progress during the inspection and is expected to be completed by end of 1/9/18.

>>Cleanup of this spill is regarded as in compliance with policy.

2680836 Primary Facility 2018-01-10 Administrative/File Review No Violations Noted On 1/10/18 a follow up inspection of the Rowland Well Pad was conducted in response to a spill reported by the operator on 1/5/18 assisted by Range Resources representative Nicholas Reda. The following was observed:

>>The operator reported that final spill cleanup was completed on 1/9/18 and provided photos of the excavated area.

>>GPUs on site did not have containment. Containment not required for GPUs installed before 10/2016. Administrative follow up to confirm installation planned. No violation.

>>Four wells observed on site at the time of inspection.

>>Site of prior spill. No evidence of residual contamination.

2783324 Primary Facility 2018-10-03 Routine/Complete Inspection No Violations Noted On 10/3/18 a routine complete inspection of the Rowland Well Pad was conducted in response to reports of concerns about potential road hazards related to the site. The following was observed:

>>The site was in generally good condition.

>>No impacts or road hazards were found.

>>An unstabilized are of the pad berm was noted. Unstabilized soils are required to be stabilized within four days of the conclusion of earth moving.

>>Four wells were observed at the time of inspection

>>Multiple recently constructed basins were noted along the site access road as catchments for culverts.

>>Basins did not appear in plans present on site. Contact with operator representatives indicated that a major modification has been approved for the site to allow paving of the site access road and includes the addition of the basins. Plans were provided promptly via email and were due to be replaced at the site the same day.
