2599502 Primary Facility 2017-05-17 Complaint Inspection Pending Response to complaint #326949 @ 108 David Drive. (This inspection followed the initial response by Washington County EMA & DEP earlier in the day.) The well is totally fenced in and intact. Wellhead is 8"-10" casing, 3 feet high, swaged to 2" and topped w/valve (closed). Swage is tapped @ side w/ 2" tubing out the side, valve (closed) to sales line, no meter. Check for gas w/ 62S meter w/ wand. Detected 10-15% methane gas leaking @ base of casing @ ground, 5-7% methane gas leaking @ top of casing collar below swage. There is a halo of dead grass ~4 feet in diameter surrounding the wellhead in the yard.
2599505 Primary Facility 2017-05-30 Complaint Inspection Pending Visited site to check status of Atlas' repair/remediation of leak. Area surrounding wellhead has been excavated ~18" deep, possibly exposing the leaking casing. Hole has some water fill and bubbling vigorously. Gas meter readings (62S) from the hole were 10% methane gas, but readings outside of the hole several feet away yielded 0% gas/0% LEL due to to a steady breeze dissipating the gas. The old check valve (?) from the sales line has been removed and two new Balon valves(closed) have been installed on each open end of the line. A representative from Atlas (phone call) indicated they are looking into how to proceed to relieve gas pressure to make repairs: produce down the well into Columbia line or blow down. Atlas is monitoring the well and taking gas readings daily.
2602593 Primary Facility 2017-06-06 Follow-up Inspection Pending PA One Call activated for site, with most of the utilities identified. Columbia Gas & Atlas representatives on site. Columbia was digging to locate their nearby gas line. Plan (per Atlas rep) is to tie well into Columbia, produce well down to line pressure of 15#, then finish reducing gas in well by blowing remaining volume to atmosphere. Once all pressure is off the well, the leak(s) can be identified and repairs can be made.
