With each stroke of the pump jack the well was spirting oil through the stuffing box.At the time of inspection there was approximately 20-25 gallons of oil on the ground covering an area approximately 20ft. X 20 ft. It di not appear that any oil reached the Waters of the Commonwealth. I contacted the operator and the well was shut down and they started cleaning up the oil. Violations were noted.
