2463083 Primary Facility 2016-03-08 Routine/Complete Inspection No Violations Noted Routine inspection. Site originally constructed and operated by Chesapeake. Southwestern became the operator on 12/31/14. 5H has been drilled and the 3H has been spud. Site has not been restored, although is permanently stabilized. No wells are in production. TLT
2555970 Primary Facility 2017-01-25 Routine/Partial Inspection No Violations Noted Routine partial inspection. Site was idle and snow covered. The 5H well has been drilled and the 3H well was reported as spud on 12/7/15. Two sets of 500 barrel (bbl) tanks were present at the site (5 tanks staged near the NE pad corner and 7 tanks near the NW corner). Permanent stabilization and E&S controls were not observed due to the snow cover. TLT
2588220 Primary Facility 2017-04-27 Routine/Complete Inspection No Violations Noted
2592170 Primary Facility 2017-05-10 Routine/Partial Inspection No Violations Noted I arrived on-site @10:30 hrs. No activity on location. Site-wide liner still deployed. 3 banks of Baker tanks on liner: 2 large banks were all empty and cleaned. The 3rd bank of 6 tanks contained freshwater only. No issues noted. As I was leaving, I met Tom Chitwood of SWN. He informed me that the frac had ended two or three weeks ago, and no date had been set for flowback as no pipeline runs to the pad. I departed @ 11:00 hrs.
2647224 Primary Facility 2017-10-11 Routine/Complete Inspection No Violations Noted On 10/11/17 at 1432 hrs I conducted a routine inspection of the Broughton well site. It was overcast, raining and 65 degrees F. No one was present during the inspection.

The 5H well was drilled in 2011 and recently stimulated from April - August 2017. The 3H well was spud on 12/7/15, but not drilled to total depth; a modification to the existing permit is currently under review.

At the time of my inspection, the site was idle. A liner containment structure was located along the west side of the pad. Three 500 barrel (bbl) tanks were staged in the containment near the southwest pad corner; I did not determine whether the tanks contained fluid. In addition, what appeared to be waste liner was wadded up and placed on the containment. The berm of the containment along much of the front side was removed. Standing water on the liner was field tested in several places for specific conductance; readings ranged between 35 - 56 micro Siemens/cm, which indicates that the standing water is from precipitation. This

2683733 Primary Facility 2018-01-11 Routine/Complete Inspection No Violations Noted I inspected the SWN Production Co Broughton Location located in Morris Twp., Tioga Co. on 1/11/2018 @ 1500 hours. SWN representative Tracy Gregory, Tom Chitwood Jr. and Seth Trathen were present during the inspection.

The Broughton Location is a well pad acquired from Chesapeake Appalachia LLC. The pad is full sized. SWN representatives stated due to safety concerns they will not reducing the pad size for restoration purposes. The 5H well (117-21141) was drilled in 2011 and stimulated between April and August of 2017. The 3H well (117-21797) was Spud 12/7/2015, but according to a previous inspection report, was not drilled to total depth. Two new permits were issued December of 2017, the 7H (117-21947), and the 8H (117-21948).

ESCGP-2 ESG29-117-17-0036 was issued 10/10/2017 to upgrade the existing PCSM BMPs. A bioretention basin has been constructed in the NE fill slope of the pad. The area appears stabilized, but it's not yet growing vegetation.

No violations were noted during this inspection, I departe

2831802 Primary Facility 2019-01-25 Routine/Complete Inspection No Violations Noted The Department of Environmental Protection conducted a partial inspection of the SWN Broughton Location located in Morris Twp, Tioga Co. on 1/25/2019 @1200 hours. The weather was sunny, 23 degrees, winds W @15mph. Ice and snow on the ground from previous precipitation event.

I attempted to access the site, was unable to remove the combination lock on the gate. I attempted to use the updated combination, but the lock was frozen likely due to recent temperatures.

The site was last inspected by company personnel on 122/2019.

No violations are noted at this time. I departed the site at 1230 hours.
