The weather was 68 degrees, partly cloudy with 68% humidity and 7 mph sustained winds out of the SW, with gusts up to 14 mph. The pad surface measured 363' x 384'. Temporary containment was observed adjacent to the well head leading to a storage tank. If this containment is no longer in use it needs to be removed from the site. I departed the site @ 1240 hours. Fluid was observed in a rock lined channel at the NW side of the pad. A conductivity meter was used to determine the conductivity of the fluid as 168 us/cm. Fill slopes and cut slopes appear to contain >70% vegetation. Some filter fencing was visible along a rock line channel on the deflection berm. This Notice of Termination is not recommended for approval at this time. I departed the site at 1240 hours. Please contact me with any questions.

2851800 Primary Facility 2019-03-11 Routine/Complete Inspection No Violations Noted The DEP conducted a routine inspection of Repsol's Golden Eagle well pad in Covington Twp, Tioga County on 3/11/2019 at 1200 hours. The weather sunny and 42 degrees. This site was just recently acquired by Repsol from Tenaska Resources.

The act 9 sign was observed at the entrance to the site. The onsite inspection log and E&S Plan were available in the mailbox by the gate. Company personnel last inspected the site on 3/7/2019. There is one well currently producing onsite (1H). The 7.4 acre site is well vegetated and stabilized. No PCSM BMPs are onsite. No evidence of spills, releases, or erosion noted. Containment structures intact and functioning. No well site restoration report, landowner consent form, or NOT has been approved.

The DEP recommends the current ESCGP be terminated and a new ESCGP that includes PCSM BMPs be obtained. Additionally, the DEP is requesting a plan to achieve compliance with the restoration requirements, including a schedule of the planned activities, to be submitted.
