At the time of the inspection the pad surface was almost complete and the cut/fill is nearly complete. The pad surface was soil cemented yesterday. Infiltration berm/basins are well vegetated and have contained sediment to some extent. The majority of the basins were filled with sediment and sediment laden water. Future rain events have a high likelihood to discharge sediment-laden water. I recommend spreading topsoil and seeding and mulching, or temporary stabilization ASAP. I recommend maintaining the basins and removing sediment when site conditions allow. Overall, I recommend additional stabilization throughout. In the future, I recommend silt sock above the infiltration structures as slope breakers whenever possible to minimize the erosion of fill into sedimentation/infiltration BMP's.

2638571 Primary Facility 2017-09-21 Drilling/Alteration No Violations Noted Arrived at 13:16. Weather: sunny, low humidity, light wind. Patterson 339 onsite drilling intermediate well bore at 2714', with approximately 300' to go. Met with company man Danny Barrera, who came onsite on 9/20/17. Since this is the first well on location, they will be running triple combo and CBL. There were no violations identified during this inspection.
2640311 Primary Facility 2017-09-27 Drilling/Alteration No Violations Noted Arrived at 08: Weather: fog. Gamble R 95H is the well being drilled Patterson 339 on site. Met with company man Danny Barrera. Preparing for mechanical backoff. Intermediate casing shoe at 2981'. Top of fish at 2795', so agitator at top of BHA is 186' within casing. At approximately 3900', drilling on floc water, had started bringing back big cuttings (several inches along long axis). Managed to get through this fractured zone, but encountered another at 4400' (well bore at 4522') and got packed off. Jar work last night raised assembly by 77'. Future actions will be determined by success of mechanical backoff and further jar operations. The other wells on this location are conductor-only. There were no violations identified during this inspection.
2643067 Primary Facility 2017-10-03 Drilling/Alteration No Violations Noted Arrived at 11. Weather: sunny and cool. Met with company man Danny Barrera. R 95H has been plugged. The attempt to mechanically backoff below the agitator did not work. Nightcap on 95 H and cellar filled with water no bubbles. Rig currently on the 91H at 1436' drilling on SOBM during my inspection. Tested BOPs on 10/2/17. Successful test following some problems with seating the test plug. Surface casing integrity tested to 500'psi for 30 minutes with 30 psi bleedoff. The other wells on this location are conductor-only. There were no violations identified during this inspection.
2645326 Primary Facility 2017-10-10 Drilling/Alteration No Violations Noted Arrived at 12:15. Weather: sunny and humid. Met with company man Justin Green. Rig currently on 91H. At the time of my inspection rig was pulling BHA out of hole. Got to 3700' but deviated to south 19 degrees. Had been sliding since Friday but couldnt stop drift which was 12 degrees at 3000'. Plan to plug back tonight to 3000', dress cement, set IC, then kick off plug, and plan to be vertical through difficult section. 95H has been plugged. The other wells on this location are conductor-only. There were no violations identified during this inspection.
2648187 Primary Facility 2017-10-13 Routine/Complete Inspection No Violations Noted I met with Justin Greene when I arrived on-site. Patterson/UTI rig #339 on location, currently drilling the 91H well. Overall, containments were in good condition and site was clean and well maintained. I did note one of the chemical containments that was partially on and partially off of the rig mats, which caused water to pool in the lower section that was off the rig mats. I mentioned to Justin that this most likely did not meet the 110% volume requirement, and he told me that they were planning to move that chemical containment back up onto the rig mats as soon as they could move the 3 Baker tanks that were nearby. I also noted one liner seam at the berm which was torn; Justin stated that he would have it repaired.
2649594 Primary Facility 2017-10-19 Drilling/Alteration No Violations Noted Arrived at 11:00. Patterson 339 on 91H. Met with Danny Barrera, company man. At the time of my inspection they were fishing for a mud motor which broke off yesterday. At that time, from a depth of 6642', and drilling with 10.5 ppg SOBM, started coming out of the hole. Encountered some tight spots and decided to go back down. Started getting large cuttings back, so increased mud weight to 13 ppg. Got back to the bottom, put heavy weight on the bit and got nothing. Tripped out of hole and found that motor had broken off. There were no violations observed at the time of my inspection. 95H plugged, other wells are conductor only. Left at 12:22.
2650951 Primary Facility 2017-10-23 Drilling/Alteration No Violations Noted Arrived at 11:00. Patterson 339 on 91H. Met with Danny Barrera, company man. At the time of my inspection they were trying to get kicked off from plug set from 6611' to 6062'. The 95 H has been plugged. The other wells onsite are conductor only. There were no violations observed at the time of my inspection. Left at 12:20.
2654659 Primary Facility 2017-10-31 Drilling/Alteration No Violations Noted Arrived at 13:48. Weather: windy, cold, with clouds. 95H is plugged. Patterson 339 on 91H, doing a clean out run prior to running production casing. Shortened lateral due to pack off. Met with Danny Barrera, company man, who is leaving today. There were no violations observed at the time of my inspection. Left at 14:15
2659309 Primary Facility 2017-11-09 Drilling/Alteration No Violations Noted Arrived at 14:00. Weather:rain. Met with Justin Green, company man. Haliburton onsite preparing for intermediate casing cement job on Gamble 92 H.

Other wells onsite: 91H, TD'ed - shortened lateral. 95H, plugged. Will be skid The following wells are conductor only: 96H, 97H, 98H, 99H, 100H. There were no violations observed at the time of my inspection.

2664323 Primary Facility 2017-11-27 Drilling/Alteration No Violations Noted Arrived at 13:00. Weather: sunny. Met with Danny Barrera, company man. Patterson 339 on the 92H doing clean-out run. Ran cedar shaving plug to estimate washout on production well bore. Estimate 15% washout.

Other wells onsite: 91H, TD'ed - shortened lateral. 95H, plugged. Will be skid The following wells are conductor only: 96H, 97H, 98H, 99H, 100H. There were no violations observed at the time of my inspection.

2671739 Primary Facility 2017-12-14 Routine/Complete Inspection No Violations Noted Arrived at 14:50. Patterson 339 drilling the 97H, at 6900'. Drilling with oil base and using managed pressure drilling to keep down hole pressures steady. Met with Danny Berrera (company man. The 95H has been plugged. No violations were observed during my inspection.
2679243 Primary Facility 2018-01-03 Drilling/Alteration No Violations Noted Arrived at 11:45. Met with Justin Green (company man). On the 97H. Patterson 339 circulating bottoms up prior to cementing production casing. 5-1/2": 15,848'. Couldn't use hanger for 5-1/2" casing so will wait 8 hours after prod cement job and then set slips. Plan to walk over to the 98H tomorrow morning. 95H was previously plugged. No violations were observed during my inspection.
2681963 Primary Facility 2018-01-11 Drilling/Alteration No Violations Noted Arrived at 12:40. Met with Danny Berrera (company man). On the 98H. Patterson 339 at 1988'. 97H has retrievable plugs set. 91H was Previously TD'ed. 95H was plugged. No violations were observed during my inspection.
2685412 Primary Facility 2018-01-23 Drilling/Alteration No Violations Noted Arrived at 11:53. Met with Danny Berrera (company man). On the 98H. Patterson 339 at 8118'. Plan to use Baker rotary directional. Overall progress slow. 97H has retrievable plugs set. 91H was Previously TD'ed. 95H was plugged. Still need to remove well head and weld plate. No violations were observed during my inspection.
2694791 Primary Facility 2018-02-14 Drilling/Alteration No Violations Noted Arrived at 15:40. Weather: warm. Patterson 339 on 98H running casing at 8808'. Met with Danny Barrera, company man. Previously, casing got stuck at approximately 13,000' (TD: 16348'). 5-1/2" casing was previously pulled. Currently using a floatation sub at approx 6000' in an effort to lift the casing off the low-side and assist in getting to bottom. Discussed plate for 95H plug. There were no violations observed at the time of my inspection.
2709679 Primary Facility 2018-03-22 Plugging(Includes Plugged/Mined Through) No Violations Noted I visited the Gamble pad on March 22, 2018 to inspect a plugged well; the Gamble 95H original hole. The operator has submitted a Certificate of Well Plugging for this well, which was reportedly plugged prior to TD as part of a plug and skid event. At the time of inspection; there was a directional rig on location drilling an unconventional well, in process of running 13 3/8" casing. I spoke with the Companyman in regards to inspecting the plugged well. The well was covered at the time of inspection for safety reasons, limiting access to the well. We made tentative plans to inspect the plugged well next week so the well can be uncovered and the cellar pumped out for inspection. No obvious issues were observed.
2711218 Primary Facility 2018-03-28 Routine/Complete Inspection No Violations Noted Weather was 36°, cloudy and raining at time of inspection. Met with Seneca representative Justin Greene on location. Rig was in the process of drilling the vertical section of the production hole with an 8 3/4" bit. The estimated kick off point is at approximately 9000'. The estimated landing point is approximately 9800'. Reviewed the job logs from the surface and intermediate cementing jobs and no discrepancies were noted. Conducted a brief walk around inspection of location and everything looked good. No violations were noted at time of inspection.
2714592 Primary Facility 2018-03-29 Routine/Complete Inspection No Violations Noted Routine Inspection; 3/29/2018.

At the time of the inspection, the Patterson 339 was onsite drilling the production hole on the Rhone Gamble 95H(081-21676). I met with the Company Man Justin Greene and Rob Boulware (Seneca). The site was very clean and containment was in good condition. I recommend addressing the slope failure on the west side of the pad when conditions are more favorable. No violations noted.

2714655 Primary Facility 2018-04-05 Routine/Complete Inspection No Violations Noted Weather was 33° and sunny at time of inspection. Met with Seneca representative Daniel Barrera Jr. on location. Rig was in the process of drilling the 8 3/4" hole for the production casing. They were trying to get back to bottom to recommence drilling after coming out for a wiper trip. Hole is sloughing in on the the drill string at the interval between 4800' and 5200' ft. They increased the mud weight from 12.7 to 13.8 to help remove the cuttings. Conducted a brief walk around inspection of location and everything looked good. No violations were noted at time of inspection.
2716534 Primary Facility 2018-04-09 Routine/Complete Inspection No Violations Noted Weather was 31° and sunny at time of inspection. Met with Seneca representative Daniel Barrera Jr. on location. Rig was in the process of drilling the 8 3/4" hole for the production casing. Rig kicked off to build the curve at 8529 ft. The well is estimated to TD at 15718' Mud is currently at 14.9 ppg. Conducted a brief walk around inspection of location and everything looked good. No violations were noted at time of inspection.
2718390 Primary Facility 2018-04-16 Routine/Complete Inspection No Violations Noted Weather was 41° and cloudy at time of inspection. Met with Seneca representative Daniel Barrera Jr. on location. Rig was in the process of running the 5 1/2" production casing into the hole. Well bore was TD'd at 15455' ft. The hole size was 8 3/4 all the way to TD. Mud weight was 15.3 ppg at time of inspection. Reviewed the proposal for the production cement job and no discrepancies were noted. This is the last hole that will be drilled, cased and cemented on this pad at this time. Rig is moving to Gamble Pad P and will return at a later date to finish the remaining wells on the pad. Conducted a brief walk around inspection of location and everything looked good. No violations were noted at time of inspection.
2726845 Primary Facility 2018-05-04 Plugging(Includes Plugged/Mined Through) No Violations Noted On May 4th, 2018 I visited the Gamble pad for a routine inspection of the 95H original borehole. A Certificate of Plugging has been received for the well which was reportedly plugged 9/29/2017. The purpose of this inspection was to inspect the plugged well and adequacy of plugging in order to process the certificate of plugging. Access to the well was limited during my last attempt to inspect the well 3/22/2018 due to the footprint of a directional rig and covering of the cellar. At the time of this inspection, I met with the Companyman. The operator was onsite in preparation of frac. The well and cellar was covered with containment. I plan to inspect the 95H after the other wells on the pad are completed and containment is pulled approximately mid-June so I can access the well for inspection and process the certificate of plugging for this original hole which was plugged as part of a plug and skid event.
2748499 Primary Facility 2018-07-03 Plugging(Includes Plugged/Mined Through) No Violations Noted On July 3, 2018 I visited the Gamble pad for a routine inspection of the 95H original borehole. A Certificate of Plugging has been received for the well which was reportedly plugged 9/29/2017. The purpose of this inspection was to inspect the plugged well and adequacy of plugging in order to process the certificate of plugging. Access to the well was limited during my last attempts to inspect the well 3/22/2018 due to the footprint of a directional rig and covering of the cellar and on 5/4/2018 where the cellar remained covered during frac rig up. At the time of this inspection, there is a workover rig on location for plug drill-out on the other recently stimulated wells on the pad. The 95H original borehole remains unaccessible at this time. I spoke with the Companyman and discussed the timeline of when the well may be accessible for inspection, which is unknown at this time.
2748787 Primary Facility 2018-07-03 Routine/Complete Inspection No Violations Noted I met Guy Williams, Seneca company man, when I arrived. A workover rig was on location drilling out plugs on the 96H well. Guy accompanied me on my inspection. Sitewide containment was impossible to assess visually due to rig mats over it, but the berms were in good condition and well protected by the rig mats. Puddles were plentiful on the pad surface at the entrance side of the pad; conductance readings were consistently low in these puddles (.7-.9 mS/cm). Water in the Baker tank containments were somewhat higher (3.7-4.2 mS/cm). Guy informed me that vac trucks had been working in these containments since heavy rain had fallen the previous day. Site housekeeping was good.
2765907 Primary Facility 2018-08-21 Routine/Complete Inspection No Violations Noted Weather was 66° and raining at time of inspection. Met with Seneca representative Sam Neher on location. Welders were on location completing annulus vents and final surface production equipment welding at time of inspection. During pauses in the rain no bubbling was noted in the cellar. Will follow up on 8/22/18 to test annulus vents when they are opened and it is not raining. No violations noted at time of inspection.
2765940 Primary Facility 2018-08-22 Routine/Complete Inspection No Violations Noted Weather was 70° and sunny at time of inspection. Met with Seneca representative Glenn Heckman on location. A crew was on location completing final hookups on surface discharge equipment. Well had 3 annulis vents plumbed to surface at time of inspection. The 20x13 vent had 0% combustible gas detected at time of inspection. The 13x9 annulus vent had 100% methane and 100% LEL detected. The 9x5 annulus vent had 30% methane detected. Well was closed in and was expected to go online on Friday 8/24/18. No violations noted at time of inspection.
2767575 Primary Facility 2018-08-22 Routine/Complete Inspection Violation(s) Noted Weather was 70° and sunny at time of inspection. Met with Seneca representative Glenn Heckman on location. A crew was on location completing final hookups on surface discharge equipment. Well had 3 annulus vents plumbed to surface at time of inspection. The 20x13 vent had 0% combustible gas detected at time of inspection. The 13x9 annulus vent had 100% methane and 100% LEL detected. The 9x5 annulus vent had 30% methane detected. Well was closed in and was expected to go online on Friday 8/24/18. A gas sample was taken from the 13x9 annulus vent for analysis. Production samples will be taken when well is online and the lines are cleared of produced water.
2783432 Primary Facility 2018-10-03 Routine/Complete Inspection Outstanding Violations - Viols Req'd Weather was 64° and cloudy at time of inspection. Met with Seneca representative Sam Neher on location. There were 3 annulus vents plumbed to surface at time of inspection. Vents are plumbed with ball valves and analog pressure gauges. The 20x13 vent had 0% combustible gas detected. The 13x9 vent had 100% LEL and 60% methane detected at time of inspection. The 9x5 vent had 100% LEL and 100% methane detected at time of inspection. Well had digital pressure monitoring equipment attached above the swab valve and to the wing valve. Both digital pressure gauges we reading 1740 psi at time of inspection.

Violations for defective cement were cited on 8/23/18, inspection # 2767575. No new violations were cited at this time.

2810624 Primary Facility 2018-11-29 Plugging(Includes Plugged/Mined Through) No Violations Noted On November 29, 2018 I visited the Gamble R pad to conduct an inspection of the 95H Original Borehole. The 95H original borehole was reportedly plugged last year as part of a plug and skid event. The intended purpose of this inspection was to inspect the plugged well and the adequacy of plugging in order to process the Certificate of Plugging for the 95H. Multiple attempts to conduct a final inspection of this well since plugging have failed due to access issues during drilling, stimulation, and completion of other wells on the pad.

At the time of inspection, the other wells on the pad are completed and online while the 95H Original Borehole remains covered, not visible, and inacessible.

2829958 Primary Facility 2019-01-22 Plugging(Includes Plugged/Mined Through) No Violations Noted On January 22, 2019 I visited the Gamble R pad to conduct an inspection of the 95H Original Borehole. The 95H original borehole was reportedly plugged last winter as part of a plug and skid event. The intended purpose of this inspection was to inspect the plugged well and the adequacy of plugging in order to process the Certificate of Plugging for the 95H. Multiple attempts to conduct a final inspection of this well since plugging have failed due to access issues during drilling, stimulation, and completion of other wells on the pad.

At the time of inspection, containment which had once covered the well cellar has been removed and the cellar is now visible. However, access remains somewhat limited due to a metal grate across the cellar in addition to snow covers the well at this time. A follow up inspection will be conducted after the snow thaws to visible inspect the well prior to processing the plugging certificate.

There were no discharges or venting observed at the plugged well. No gas was detected at
