No E&S issues were noted during the inspection and the area downslope of the earth disturbance is well vegetated, further reducing the potential for accelerated erosion. Spook Hollow and Rose Valley Roads were both upgraded prior to commencing earth disturbance on the well site. No Violations Noted. |

At the time of the inspection, the well pad’s limestone surface course was being installed and topsoil was being re-applied to graded slopes. The major earthmoving for the site is complete and most of the previously disturbed soils have been tracked-in and hydro-seeded. The infiltration trench has also been installed on the fill side of the pad as designed. Overall, the site is nearly complete. E&S controls remain installed and appear to be functioning properly. This inspection fulfills the Pre-Operational Inspection requirement of the O&G Act as amended by Act 13. No violations noted. |

At the time of the inspection, the well pad was completed and two well cellars were installed. Since the last inspection, a flash-flooding event on 10/20-21/2016 caused some damage but repairs were accomplished immediately afterward. Due to saturated conditions, relatively young vegetation, and freeze/thaw the site has been experiencing erosion since the growing season has ended. Currently, several layers of E&S controls have been installed and it appears the E&S issues have been confined to the LOD. Sediment is, however, accumulated along the uppermost E&S controls and significant erosion exists along the western edge of the well pad. I recommend evaluating ways to further minimize erosion until conditions become more favorable for a permanent solution. No Violations Noted. |

I entered the site off Spook Hollow Road and met with Kirk Gregory (Seneca) at 12:05. We met to discuss the ongoing erosion along the west and southwest side of the pad which began during an extreme rainfall event in the fall of 2016. The erosion has continued to get worse but has not impacted areas outside the LOD because several layers of silt sock have been added downslope of the pad. Seneca plans to armor the channel that is eroding (photos) and implement the PCSM plan when conditions improve. We also discussed routing some of the water from the upslope diversion in a different direction. Since the Department already has a major modification for the ESCGP, I suggested talking to Daniel Harvey (DEP) for any additional changes. We discussed how this one drainage pathway caries water from a majority of the well pad. It appears that this concentrated flow is responsible for scouring the west/southwest side of the well pad. Overall, the site is in good condition. I recommend seeding and stabilizing the dike/berm portion of the bio-retention berm when that part is complete. No Violations Noted. |
