The pipeline was installed along the access road and seeded and stabilized with straw mulch. No E&S issues were observed onsite. Some leftover rock was stockpiled on the well pad from bedrock encountered digging trench.

Dan Harvey (DEP) and I met with Kirk Gregory (Seneca) at 14:00 to review the mitigation project related to the access road. The mitigation project involves installing Filtrexx ® Runoff Diversion’s along the logging road with rock outlet protection. We all agreed that grading would be necessary and acceptable to facilitate the installation of the BMP’s along the logging road. After walking the logging road we also agreed that Filtrexx ® Runoff Diversion #1 at the western edge of the project could be moved east of the existing stream channel. The designed location of Runoff Diversion #1 is currently ineffective and unnecessary as the stream channel is very incised. This change appears to be based on changing conditions (erosion) onsite. At the time we requested that a copy of the red-lined plans be provided depicting the shift of Filtrexx ® Runoff Diversion #1 (attached). No Violations Noted.

2605536 Primary Facility 2017-06-13 Routine/Complete Inspection No Violations Noted Weather: Sunny. Arrived @ 14:00. There are two producing wells on this pad in a linear array: the 23H and the 20H. Each well had three ¼-inch stainless steel candycane vents. Two of the vents were unlabeled, and their candycane outlets were below the cellar grate, no methane was detected on these annuli. On each well the 9”x5” vent was labeled and shut. A 2” green flexible hose appeared to be connecting the 9” x 5” annulus to a 2100-gallon poly tank.

23H, top gauge 1146 psi, digital Cellar filled with water, no bubbling observed. 20H, top gauge 1078 psi, digital Guggling/bubbling appeared to be coming from the green hose, which also appeared to be moving in response to the gurgling. Scheduled a follow-up inspection with Glenn Heckman (Sr Production Engineer) on 6/27/17, to inspect this further. Left @ 14:30

2610649 Primary Facility 2017-06-27 Routine/Complete Inspection No Violations Noted Weather: Pleasant. Arrived @ 9:00. This inspection followed up on gurgling coming from the 2” green hose on the 2H (described in IR # 2605536, 6/13/17). Met with Glen Heckman (Seneca Production Supervisor). Onsite there were two producing wells: the 23H and the 20H. Each well had three ¼-inch stainless steel candycane vents. For each well, two of the vents were unlabeled, and their candycane outlets were below the cellar grate, no methane was detected on these annuli. On each well the 9-5/8” x 5-1/2” vent was labeled and shut. A 2” green flexible hose appeared to be connecting the 9-5/8” x 5-1/2” annulus to a 2100-gallon poly tank. Mr. Hickman explained that the 2” hose linked all the 9-5/8” x 5-1/2” annuli and that the hose conveyed fluids from the annulus to the poly tank. He suggested that the gurgling resulted from methane working its way through a blockage to the hose at a low point and explained that Seneca intended to replace the green hoses on its pads with a more rigid hose. 2682903 Primary Facility 2018-01-11 Routine/Complete Inspection No Violations Noted Routine inspection; 1/11/2018.

I entered the site off Rose Valley Road. The area south of the access road shares disturbed area with the NFG pipeline. This area had been disturbed and is now stabilized with straw mulch. The access road and pad area are stabilized and PCSM has been implemented. Two wells are onsite and the annuli are plumbed to a poly tank. Foamer, defoamer, and methanol are covered and stored in containment for injection. The production tanks are in good condition and are in containment. No violations noted.

2835697 Primary Facility 2019-02-05 Routine/Complete Inspection No Violations Noted Weather was 50° and sunny at time of inspection. There were no Seneca resources representatives on location at time of inspection. Well pad had 7 cellars recently set in place in preparation of 7 new wells. Conductor casing was not yet set on those new wells. Well had digital pressure monitoring equipment attached to the production tubing and production casing at time of inspection. Tubing pressure was 1093 psi and casing pressure was 1209 psi. There were 3 annulus vents plumbed to surface that were labeled 20x13, 13x9 and 9x5. The 9x5 vent had 100% methane detected at time of inspection. The other 2 vents had 0% combustible gas detected at time of inspection. No violations were noted at time of inspection.
2844642 Primary Facility 2019-02-26 Routine/Complete Inspection No Violations Noted Weather was 24 degrees and sunny at time of inspection. Met with Seneca representative Sam Neher on location. Well is in production. There is digital pressure monitoring equipment attached to the production tubing and production casing. Production casing pressure is reading 1240 psi. The production tubing is reading 1132 psi. Well has 3 annular vents plumbed to surface labeled 13x20, 9x13 and 9x5. 100% LEL of combustable gas and 100% methane was detected on the 9x5 annulus. 0% combustable gas is detected anywhere around the well at time of inspection. No violation noted at time of inspection.
